Ramsey Land Use/Transportation Corridor <br />4/18/94 page 3 <br />Figure 1: TH 47/Thurston Avenue Connection <br />Thurston Avenue is proposed to be extended east while still located in the city of Anoka. A <br />new intersection with Co. Rd. 116 would be built approximately 500 feet west of the existing <br />intersection of TH 47 and Co. Rd. 116. Thurston Avenue would be located on the east side of <br />the wetland and neighborhood access would be maintained to the Flintwood Hills <br />neighborhood. Thurston Avenue would be extended north to intersect with TH 47 in the <br />vicinity of 142nd Avenue. <br />The opportunity to have TH 47 connect directly to Highway 10 via Thurston Avenue, with a <br />grade -separated crossing of the railroad, warrants further consideration. Additional <br />transportation improvements are proposed at the corner of Nowthen Boulevard and TH 47. <br />Access will be maintained to the existing commercial/retail structures at Co. Rd. 116 and TH <br />47. If Thurston Avenue became the major transportation route, it would most likely be <br />designated TH 47: the existing TH 47 south of Co. Rd. 116 in the City of Anoka would be <br />"turnbacked" by the State of Minnesota, and become a local collector roadway.. <br />Land use surrounding in the TH 47/Co. Rd. 1 16 intersection is proposed to remain consistent <br />with the neighborhood commercial designation. The neighborhood commercial acreage will be <br />expanded to the Nowthen/TH 47 intersection. The opportunity to establish clear delineation <br />between residential and commercial land use should be considered. In addition the historic city <br />hall should be relocated and the potential for a city center district evaluated. <br />Figure 2: The No -Bridge Scenario <br />The forest preserve is designated High Density Residential and Commercial in this scenario. <br />Medium Density Residential and Commercial areas are designated at the Ramsey/Hwy. 10 <br />intersection. The Commercial designation follows Hwy. 10 east. North of this is designated <br />Industrial, with High Density Residential and Open Space north of that. The remainder of the <br />study area is designated Single Family Residential. <br />Figure 3: Elk River Connection <br />Figure 3 illustrates a possible east -west roadway connection with the City of Elk River. The <br />existing 173rd. Street would be improved and extended into the City of Elk River. The <br />working group is also proposing that Jarvis Street be improved and extended jointly by the <br />Cities of Elk River and Ramsey. <br />The working group is proposing that the land use in this area be predominately single family <br />residential. A slight possibility may exist for a small neighborhood commercial center <br />depending on area development patterns. <br />
