3iko <br />Associate <br />DATE: March 2, 1994 <br />TO: Commissioners David Bawden, Benjamin Deemer, and Terry Hendriksen <br />Steven Jankowski, City Engineer <br />William Weber, BRW, Inc. <br />Steven Schwanke, RLK Associates <br />FROM: William Smith, Biko Associates <br />RE: Discussions with Neighboring Communities <br />This memorandum documents discussions with staff from the City of Andover and <br />Anoka County on transportation plans that affect Ramsey. <br />CITY OF ANDOVER <br />The City of Andover completed its comprehensive plan update in 1991. The plan's <br />transportation element addressed the lack of east/west roads across the City and the <br />flow of traffic from residential developments in the north to TH 10. <br />As shown on the map on the next page, proposed additions to the City's collector <br />roadway system include the following: <br />• CR 158 (165th Avenue) between CR 58 (Valley Drive) and Tulip Street <br />• 149th Avenue between CSAH 9 (Round Lake Boulevard) and Crosstown <br />Boulevard <br />• The roads that are north, east, and south of the City office building. <br />The area of concern relative to the City of Ramsey is the northwest corner of Andover. <br />No roadway improvements are proposed or planned for this area. This is an area <br />where residential development is anticipated to occur in the near future. The area is <br />currently served by 165th Avenue and CSAH 7 (Roanoke Street). CSAH 7 crosses the <br />Rum River and extends north to the City of Oak Grove. After crossing the river, <br />CSAH 7 intersects CSAH 27 (179th Avenue) to provide access between northwestern <br />Andover and northeastern Ramsey. <br />The potential for an additional Rum River crossing between Andover and Ramsey was <br />looked upon positively by the City planner (Dave Carlberg) and negatively by the City <br />engineer (Todd Haas). Mr. Carlberg felt a link to 165th Avenue would have been <br />ideal, but a 165th Avenue bridge alignment would impact residential development in <br />both cities. <br />An alignment along 159th Avenue in Andover was also felt to be a likely location. <br />This bridge alignment would impact the northern edge of the Boy Scout site in <br />Ramsey. This alignment was considered because it is approximately half -way between <br />the CR 116 bridge and the CSAH 7 bridge. <br />
