• Extending CR 116 (Industry Avenue) on a bridge across the Rum River into the City <br />of Anoka was identified as an issue in 1980. Consistent with this strategy was major <br />arterial designation for Industry Avenue. <br />• The Anoka County Thoroughfare Plan identified an additional Rum River crossing <br />along the 156th Avenue alignment. After crossing the river, the road would swing <br />north to follow 161st Avenue to the east. <br />• Existing road design standards were identified in the Plan and new standards were <br />recommended for adoption: <br />New roads must be surfaced with an impervious surface <br />Concrete curb and gutter will be required on all MSA streets (CSAH 22, CR 27, <br />and CR 7) <br />Right-of-way widths (in feet) <br />OLD NEW <br />• Principal 300 <br />• Thoroughfare 150 100 - 300 <br />(Intermediate Arterial) <br />• Minor Arterial 66 80 - 100 <br />• Collector 80 80 <br />• Local 66 <br />• Cul-de-sac 65 radius <br />• Service 66 <br />Public Transportation: <br />It was recognized in the 1980 Plan that the City of Ramsey is outside the Metropolitan <br />Taxing District. As a result, the tax rate for transit services in Ramsey is less than the rate <br />within the Taxing District; .125 mills compared to 1.25 mills in 1980. Metropolitan Transit <br />Commission (MTC) fixed route services are not provided to communities that are outside the <br />Taxing District, and legislative action would be required to include Ramsey in the District. <br />MTC paratransit services, based in Ramsey, were available in 1980. The paratransit services <br />were rideshare programs that included the following: <br />• MTC would help organize car pools <br />• MTC would offer vans and free newspaper advertising space to find riders <br />It was suggested in the Plan that the City should make its parking lot (at the municipal <br />building) available to commuters for a park -and -ride lot.
