• <br />M LiL R:a iiii <br />Associates <br />Memorandum <br />DATE: February 27, 1995 <br />TO: City of Ramsey Staff <br />FROM: Bill Smith <br />RE: Ramsey Comprehensive Plan Update <br />This memorandum is intended to facilitate discussion at our meeting on Monday, February 27. <br />Trails Plan <br />A trails plan has been developed with input from the Parks and Recreation Commission and the <br />Planning Commission. Presentation -size and 11 x 17 versions of the plan has been prepared in <br />color, and only minor, final revisions are required. Typical cross -sections of six trail types have <br />also been prepared. <br />Direction is needed from staff on the appropriate time for the final revisions to be made; for the <br />City Council workshop on March 6 or the Public Hearing on March 21. <br />Jarvis Street <br />The recommendation for Jarvis Street is make it a through street from 173rd Avenue to Highway. <br />It is proposed that the City of Elk River would participate with Ramsey in this roadway extension <br />and improvement project. <br />Coincident with the extension of Jarvis Street from 173rd to 165th Avenue would be construction <br />of an on -road trail. The improvement of Jarvis Street from 165th Avenue to Highway 10 would <br />present an opportunity to construct a multi -purpose trail between 165th and 158th Avenues, <br />within the Jarvis Street right-of-way. <br />It is further recommended that 173rd Avenue should be extended to the west to link with Filmore <br />Street in Elk River. <br />Boy Scout Camp <br />An alignment for a future Rum River crossing was identified to link Ramsey and Andover. The <br />159th Avenue alignment, through the middle of the Boy Scout Camp, was proposed for this <br />crossing.
