City of Ramsey Staff <br />• February 27, 1995 <br />Page 2 <br />Traffic in Ramsey that would otherwise use TH 47 to access Highway 10, would then have an <br />alternative route along CSAH 7 in Andover. It has been reported that CSAH has excess capacity. <br />TH 47/Thurston Avenue <br />It is recommended that the segment of Thurston Avenue located in the City of Anoka should be <br />realigned and extended to the east. A new Thurston Avenue/CR 116 intersection should also be <br />built approximately 500 feet west of the existing intersection of TH 47 and CR 116. Along with <br />these improvements, Thurston Avenue should be routed around the east side of the wetland and <br />extended north to intersect TH 47 in the vicinity of 142nd Avenue. <br />These improvements would make possible direct, convenient, and safe travel on TH 47 in <br />Ramsey and Thurston Avenue in Anoka, as traffic accesses Highway 10. Thurston Avenue is <br />a better route that TH 47 to access Highway 10 from Ramsey. Thurston Avenue has a railroad <br />overpass. TH 47 crosses the tracks at -grade and includes sharp turns that must be taken at slow <br />speeds. <br />Highway 10 and Mississippi River Bridge Crossing <br />Highway 10 <br />The recommended treatment for Highway 10 is to eliminate direct access opportunities between <br />Highway 10 and adjacent land use. The following approach is recommended to minimize <br />property acquisition and to ensure convenient and suitable access to those uses that would not be <br />acquired: <br />• Construct a continuous frontage road (Riverdale Drive) along the south side of Highway <br />10 from Beatty Avenue to Tungsten Street <br />• Extend and complete construction of McKinley Street Sunfish Lake Boulevard to Ramsey <br />Boulevard <br />• Construct a two-lane road south of the Burlington Northern Railroad track from Sunfish <br />Lake Boulevard to Ramsey Boulevard to provide access to businesses in this area <br />• Acquire businesses between Ramsey and Armstrong Boulevards that lie between the <br />railroad track and Highway 10 <br />• Traffic signal operations would be required where Highway 10 intersects Armstrong <br />Boulevard, Ramsey boulevard, and Sunfish Lake Boulevard <br />Bridge Alignment <br />The recommended alignment for the potential, future Mississippi River bridge crossing is the <br />eastern alignment. The bridge alignment would extend from the City of Dayton to the north <br />across existing park land on structure and would be aligned at the half -mile point between <br />Ramsey and Armstrong Boulevards. <br />
