-2- <br />the 1983 Bikeway Design Manual provided by Mn/DOT. In general, you will note that <br />Anoka County encourages the use of its County Highways, particularly those with <br />shoulders as bikeways provided that they offer a sax environment for bike travel. In <br />addition you will note that the Anoka County Highway Department does not allow <br />designated bikeways by signing and/or pavement markings on any of its routes, but does <br />allow cities, townships and park authonties to designate these routes as bikeways on <br />their maps and brochures provided they meet the intent of the Policy. <br />The City, Township or Park Autaority has the responsibility to review the Current Bike <br />Standards each time they update their map, conditions on a route change, or the Bike <br />Standards Change to insure that any route shown or an official Bike Route map and <br />located on a County Road or County State Aid Highway offers a level of service of at <br />least "fair" according to those standards. I would encourage you to review all of the <br />routes shown on the map you attached to your memorandum to be sure they meet the <br />"fair" rating. If they do not they diould be removed from the map. This would apply to <br />all County Roads and County State Aid Highways for both proposed and existing trails. <br />Thirdly, I am unaware of any state law that regulates the use of County Right -of -Way <br />for equestrian purposes. In addition, Anoka County does not have a specific policy on <br />the subject nor have we had a sig:lificant number of inquiries or complaints regarding <br />the use of the right-of-way for these purposes. I have asked the County Attorneys office <br />to investigate the issue further and if we find regulations regarding the equestrian use, <br />we will forward those to you. You should also have the City Attorney review this issue. <br />On the issue of advisory signs calling attention to 153rd Avenue NW at Sunfish Lake <br />Boulevard, I will turn the issue over to Jane Pemble, our Traffic Engineer, for review <br />and if warranted, the signs will be installed.
