MEMORANDUM
DATE: December 20, 1994
TO: Jon Olsen, Anoka County Highway Engineer
Park and Recreation Commission
CC: Ryan Schroeder, City Administrator
Sylvia Frolik, Zoning Administrator
Road and Bridge Committee.
FROM: Mark Boos, Parks/Utilities Supervisor
Steve Jankowski, City Engineer
Planning Commission
At the December Park and Recreation Commission meeting, the Commission provided additions to
the enclosed Park and Trail location map. The Commission noted there was limited east/west
travel in the northern one-third of Ramsey for non -motorized activity. The exception would be the
proposed Trott Brook multi -purpose trail corridor. This trail, however, may be decades away due
to its potential cost and the parcels needed to complete the corridor. A more direct east/west route
and one that connects many existing neighborhoods and the other paved bike lanes (shoulders) is
County Road #63.
The Commission has been informed the t County Road #63 is scheduled for an upgrade, including
adding paved shoulders within the next ten years for the segment between County Road #83 and
C.S.A.H. #5. The purpose for this correspondence to you is threefold:
1. Lend the Park and Recreation Commission's support for paved shoulders along County Road
#63, including between C.S.A.H. #S and State Highway #47. The Commission's concern is
in improving pedestrian and bicyc. ists' safety and providing non -motorized transportation
opportunities to other existing trails and bike lanes.
Provide you with the Commission's Draft Park and Trail Plan so that the County may provide
comment on: -
• Bike lanes on county roads
• Signage for the above and City trail junctures with County Roads
• Other recommendations
3. Receive information from the County on its current views and policies relating to equestrian
use of the County right-of-way. Specifically, is there regulation prohibiting horseback riding
in the ditch or shoulder?
Additionally, the City has noted there does not exist an advisory sign(s) calling attention to the
153rd Avenue N.W. crossing at Sunfish Lake Boulevard N.W. The lack of signage brings with it
minor complications for giving motorists directions and there may be safety implications associated
with the nondescript intersection and absence of turn lanes.
The Park and Recreation Commission will be conducting a public hearing on the Draft Park and
Trail Plan on January 12, 1995, at 6:00 p.m. at Ramsey Municipal Center. All interested persons
are invited to attend the hearing and comment on the draft plan. Written comments are welcome
and shall be addressed to the Ramsey Park and Recreation Commission, 15153 Nowthen
Boulevard N.W., Ramsey, Minnesota 55303. Written comments shall be received at the above
address prior to 5:00 p.m. on January 12. 1995.
City Council is expected to adopt the Commission's plan via a separate public hearing as part of a
City-wide Comprehensive Plan early in 1995. 1 have enclosed my business card for your
convenience. Thank you for your consideration of the above.
/ccr
