BERG <br />County Board of Commissioners <br />District M1 <br />September 16, 1994 <br />Mr. Ryan Schroeder <br />City of Ramsey <br />15153 Nowthen Boulevard NW <br />Ramsey, MN. 55303 <br />Dear Mr. Schroeder: <br />This letter is written in support of the citv's request to the Metropolitan Council for an <br />expansion of the Metropolitan Urban Service Area (MUSA). The information <br />continued herein documents the process and findings of an analysis done by the County. <br />In 1993, Anoka County authorized its consultant to evaluate the impact of the MUSA <br />expansions proposed by the two cities on the roadway network potentially affected. <br />This work was conducted by BRW, Inc. in 1993-94 as an update to the Anoka County <br />Comprehensive 2010 Transportation Plan. The analysis was coordinated with <br />Mn/DOT, the cities of Ramsey and Andover, and Metropolitan Council staff. The <br />specific locations to be examined, demographic forecasts to be used, forecasting <br />methodology and models were agreed upon by the County and Met Council staff, with <br />input from the two cities. The roadway network assumptions and timing of <br />improvements were also agreed upon by all parties, including Mn/DOT for state trunk <br />highways. <br />Traffic forecasts were prepared to reflect several scenarios, including: <br />• The impact of projected growth in population, households and <br />employment on the existing roadway system, without the proposed <br />MUSA expansion; <br />• The impact projected growth in population, households and employment <br />on the existing roadway system, with the proposed MUSA expansion; <br />• The impact of projected growth on the existing roadway system with <br />improvements already committed to by the County, cities or Mn/DOT, <br />without the proposed MUSA expansion; <br />• Tne impact of projected growth on the roadway system with committed <br />improvements and with the proposed MUSA expansion. <br />FAX: 323-5682 Affirmative Action / Equal Opportunity Employer TDDiTTY: 323-5289 <br />
