CAB INTERCEPTOR STUDY COMMITTEE REPORT, 1976 The CAB interceptor study committee analyzed the possible extension of metropolitan interceptor service to the Cities of Anoka, Brooklyn Park, Champlin, and Ramsey. The committee consisted of representatives from these cities and representatives from the Metropolitan Waste Control Commission and the Metropolitan Council. The CAB interceptor is a sanitary sewer facility provided by the Metropolitan Waste Control Commission (MWCC). When this facility was eventually built it opened the northwest part of the metropolitan area to urban - density development by relieving the capacity constraint at the Anoka Wastewater Treatment Plant. The CAB interceptor study had a significant impact on the future land use development decisions and patterns in the City of Ramsey. The City of Ramsey would not have developed urban - density residential and commercial land uses without this sanitary sewer facility. As part of this study, the City also started to consider the necessary policies and implementing tools that would be needed to manage urban - density development. Identified Issues 1. The southerly part of Ramsey was within the Metropolitan Urban Service Area (MUSA) and was included within the area of planned urbanization. The City of Ramsey was encouraged to provide sufficient services and facilities to accommodate its share of the total metropolitan growth and to guide that growth into desirable areas in a staged manner. The study committee expressly stated that "no- growth policies are not desirable in this prime growth area except to protect critical environmental areas." 2. An interceptor system will be needed to phase out the Anoka Wastewater Treatment Facility and provide sewer service to those communities within the 1990 Urban Service boundary. (See figure 1) .
