URBAN PLANNING DISTRICT STUDY REPORT, 1976 <br />The Urban Planning District Study Report focused on the <br />southeastern part of Ramsey and was prepared during a period of <br />dramatic change in the City of Ramsey. Ramsey incorporated as a <br />city in November, 1974. The CAB interceptor study had been <br />completed and it appears that the private development community <br />had started to recognize the strategic location of Ramsey within <br />the metropolitan area. The City of Ramsey also experienced <br />significant population growth during the early 1970's. It was <br />during this time also that parts of Ramsey were traded for parts <br />of the City of Anoka, and the eastern boundary of the Ramsey was <br />realigned to coincide with the Rum River. <br />Identified Issues <br />1. Significant change in the birth rate and resulting <br />housing and schools; <br />2. Development of a regional policy designed to limit <br />carefully direct development on the fringes of the <br />metropolitan area, primarily through the mechanism <br />staging; <br />3. Major changes in the economics of housing; <br />need for <br />and <br />of sewer <br />4. Changes in boundaries due to incorporation and annexation <br />decisions; <br />5. Changes in transportation plans; and, <br />6. Pressure for commercial development and the City <br />planned for such development. <br />Goals and Policies <br />not having <br />1. Expansion of employment opportunities for all ages and skill <br />levels. Over the planning period involved, there must be a <br />recognition of the need to provide employment for a young <br />age structure and to provide an opportunity for those in <br />need of part-time employment as a supplement to homemaking <br />functions. <br />2. Creating a mix of housing types which will allow choices <br />among alternative forms and costs will contribute to <br />maintaining a stable community.
