Encouraging a stable growth rate in assessed value which <br />will match growth in costs for governmental services will <br />result in stability of tax liabilities which are <br />particularly essential for large, middle income families. <br />4. Establishment of business activity within the community <br />which will remain stable during short-term business <br />downturns through diversification and which can be relied <br />upon as integral parts of the community structure. <br />5. Maintaining, within the controlled growth area, a sufficient <br />inventory in all land use categories, which will preclude <br />artificial inflation of land costs. <br />6. The land use planning process should provide convenient <br />outlets for retail sales and personal services which can <br />serve the community with low energy consumption and without <br />travel hazards. <br />7.
