Maintaining, within the controlled growth area, a sufficient <br />inventory in all land use categories, which will preclude <br />artificial inflation of land costs. <br />6. The land use planning process should provide convenient <br />outlets for retail sales and personal services which can <br />serve the community with low energy consumption and without <br />travel hazards. <br />7.
