INTRODUCTION <br />This is the first working paper prepared for the City of Ramsey <br />1993-1994 Comprehensive Plan Update, land use element. The <br />City's land use planning activities to date, and related land use <br />issues of adjacent local governments are reviewed in this working <br />paper. The consultant completed this work by reviewing City <br />comprehensive plans and land use studies, and by meeting with the <br />City of Ramsey staff and the staff of adjacent local governments. <br />PURPOSE <br />The purpose of this working paper is to review the land use <br />planning activities that have taken place to date in the City of <br />Ramsey. This review of previous planning activities is useful <br />for several reasons: <br />1. It provides a base condition for previous planning work and <br />a starting point for this planning study; <br />2. It encourages efficiency by eliminating the possibility of <br />duplicating previous planning work; <br />3. It may assist in identifying the relevant issues that need <br />to be addressed in the current land use planning activities. <br />EXECUTIVE SUMMARY <br />In 1970, the Township of Ramsey had a population of 2,727 and <br />city offices were located in a one -room schoolhouse. By <br />November, 1974, the City of Ramsey had incorporated and was <br />experiencing rapid residential and industrial development <br />throughout the community. <br />The City of Ramsey's land use planning activities cover over two <br />decades of work. The 1970's involved several planning efforts. <br />In 1973, prior to incorporating as a City, the Township of Ramsey <br />developed its first comprehensive plan. After incorporating as a <br />city, Ramsey prepared and adopted an Urban Planning District <br />Study and Comprehensive Plan Amendment. These planning <br />activities basically designated urban and rural service areas, <br />and resulted =in zoning and subdivision regulations for <br />controlling new residential and commercial development. <br />Throughout the 1980's, the City of Ramsey continued to experience <br />above-average residential growth.
