In 1985, the southeastern <br />part of the City received central sanitary sewer. <br />In 1980, the City prepared its comprehensive plan in response to <br />the Metropolitan Land Planning Act of 1976. This Act required <br />all local governments in the Twin Cities Metropolitan Area to <br />prepare a comprehensive plan. Since 1980, the City has prepared <br />several amendments to its original plan. The purpose of these <br />plan amendments has been for the most part to amend its urban <br />service area in response to continued residential development <br />pressure. In addition, however, the City developed four distinct <br />development areas as part of its 1990 plan amendment. These four <br />districts included the following: <br />1. Metropolitan Urban Service Area, where the City commits to <br />supporting and encouraging growth and development in this <br />development district by providing public services and <br />facilities. <br />2. Urban Reserve Area, is the area between the MUSA and the <br />City's designated urban area boundary. This is the area <br />where future MUSA expansions will logically occur. The City <br />committed to preserving this area for the orderly and <br />economic expansion of urban services. <br />3. Rural Transition Area, is the area abutting the urban <br />reserve area and is predominantly one to two and a half <br />(2.5) acre residential lots. It is not anticipated that <br />sanitary sewer will be extend to this area for the <br />foreseeable future. <br />4. Rural Service Area, is the remainder of the City. This area <br />provides for long term, large lot (1 unit per 10 acres) <br />residential use and agricultural or open space areas. <br />The City of Ramsey continues to experience noticeable population <br />growth in the 1990's. The City of Ramsey has submitted several <br />plan amendments to the Metropolitan Council for amending the <br />City's urban service area. These amendments are necessary to <br />accommodate additional residential development. <br />Potential land use issues from adjacent local governments were <br />also summarized in this working paper.
