continually rebuilt. Mr. Janzen stated the site they are considering is not currently on the tax roll <br />but taxes would be generated if they are allowed to relocate. In addition, they will continue to <br />contribute towards Happy Days. <br />Councilmember Backous stated since the proposed site is R -2 Residential and due to the <br />continued success of Ramsey Raceway, he thinks they will be back in a few years for another <br />permit or be required to relocate. He stated when Ramsey Raceway was allowed to open on its <br />existing site, it was with the understanding the use would last about five years or until the <br />Armstrong Boulevard overpass is constructed. Councilmember Backous stated his concerns <br />related to the close proximity of residential, past denial of Diamond's events on the basis of <br />noise, and that the proposed location would be a short-term site and result in the need to again <br />relocate. In addition, because Ramsey Raceway will become more successful, it will be even <br />more difficult to relocate in the future. <br />Councilmember Kuzma concurred and stated support for helping Ramsey Raceway find a <br />permanent home in Ramsey. <br />Mayor Strommen stated she is also happy to hear about the success of Ramsey Raceways and <br />appreciates its contribution to Happy Days and providing activities for the City's young people. <br />However, she also does not support the proposed site as it is near existing residential and guided <br />as Residential in the Comprehensive Plan. She stated the City did not anticipate the Armstrong <br />Boulevard interchange occurring so quickly, but if allowed to relocate, even on an interim basis, <br />it may limit the City's long -term vision. Mayor Strommen stated she also struggles with <br />considering this location because of the City's future plans. <br />Mr. Janzen asked if the Council would consider a five year use and then, at that point in time, <br />Ramsey Raceways may be in a better financial position to purchase land for a permanent site. <br />He stated that if the racetrack has to close for one year, they will have to start all over again. <br />Councilmember Backous noted that was part of the original agreement, it was known the current <br />location be a short-term use. <br />Mr. Janzen stated according to his lease, he should receive a six -month notice of when he has to <br />move from the site. <br />Mayor Strommen suggested staff look into that issue to assure advance notice is provided to <br />impacted properties, as appropriate. She stated the Council has indicated that Ramsey Raceway <br />is not the envisioned long -term use for the proposed site and concerns have also been raised <br />relating to noise and close proximity of residential use. <br />Councilmember LeTourneau supported staff working with Mr. Janzen to find another location in <br />Ramsey. <br />Community Development Director Gladhill stated staff will follow up with Mr. Janzen, based on <br />the Council's input, determine what the next steps will be, and what needs to be included in that <br />narrative. <br />City Council Work Session / July 22, 2014 <br />Page 3 of 10 <br />
