The consensus of the Council was to direct staff to work with Mr. Janzen to find a more suitable <br />location for Ramsey Raceways. <br />2.02: HRA Dissolution Process <br />City Administrator Ulrich stated the Council has indicated its intent to dissolve the HRA <br />effective January 1, 2015. <br />City Attorney Langel reviewed the staff report, noting the consideration is where the land will go <br />and whether to change the EDA's powers. He referenced a map, noting most of the properties <br />are located within The COR plus a piece of vacant land at 6710 Highway 10. <br />City Attorney Langel stated staff is seeking confirmation as to the properties to be transferred to <br />the EDA and City, the timing of any transfers to the EDA, and any modifications to the EDA's <br />enabling ordinance. He asked which entity should be the owner of the HRA properties and what <br />powers are to be conferred upon the EDA. It was noted that Ramsey's EDA enabling resolution <br />has been interpreted to mean that the EDA has HRA authority. Therefore, it can sell land in the <br />same manner as the current HRA. <br />City Attorney Langel noted the City's Charter provides that City -owned properties cannot be <br />sold unless the Council passes an ordinance approving the sale. Because of the Charter <br />ordinance requirements for two readings and not becoming effective until 30 days after <br />publication, property closings may be delayed longer than buyer's desire. An EDA, acting solely <br />under EDA authority, also has limitations on the sale of property, including a public hearing <br />requirement and that plans and specifications for development be submitted by the buyer before <br />the sale. An EDA with HRA powers can approve a sale without a public hearing and other such <br />restrictions. <br />Mayor Strommen asked the Council to first address conveyance of the property outside of The <br />COR. <br />Councilmember Riley stated he does not know that the EDA is aware that this discussion is <br />going on. <br />Mayor Strommen suggested this topic be presented to the EDA so they are aware and can <br />provide comment. <br />Councilmember Backous stated his overriding preference is to not give the EDA more <br />power /authority or land but to reduce the HRA that was created and used inappropriately for <br />development purposes. He preferred a private development -type of situation. With The COR <br />land, he preferred it go to the City and that the EDA focus on attracting business and other <br />revenue generating opportunities.
