Councilmember LeTourneau stated the City -owned property can go to the EDA to <br />market/control or the City can keep control of that property. He stated he supports keeping the <br />property under the City's control because if there is EDA opportunity for that land, it will come <br />forward regardless. <br />Councilmember Backous stated the City used EDA funds to purchase one parcel and asked if <br />that property should be purchased back by the EDA. <br />Councilmember Riley stated the property was purchased by EDA funds but ownership remained <br />with the City. <br />Mayor Strommen stated if EDA funds were used to purchase the property, those funds should go <br />back to the EDA. <br />Councilmembers Kuzma and Johns concurred with Councilmembers Backous and LeTourneau <br />that the City should retain the authority for the HRA -owned properties. <br />City Attorney Langel stated a public hearing will be scheduled for later in the year and following <br />that process, the ownership of all HRA property will shift over to the City. He explained that the <br />EDA enabling resolution would not need to be amended under that process. <br />The Council discussed the EDA -owned property. City Attorney Langel explained the process <br />for land owned by the EDA. He noted the Ramsey HRA has become a real estate holding <br />company as it is not actively involved with housing development. <br />Councilmember Backous stated if it is within " the EDA's budget, it could purchase land. <br />However, the Council controls that budget. <br />Mayor Strommen agreed that the Council retains that control. <br />Councilmember Backous stated when talking about eliminating the HRA, the tool will remain. <br />City Attorney Langel confirmed that is correct, the authority is still there. <br />Mayor Strommen stated .dissolving the HRA would eliminate a redundant governmental <br />structure. <br />The consensus of the Council was to transfer all HRA -owned property to the City and that the <br />EDA enabling resolution will not be revised. <br />2.03: Discussion Regarding Reviewing and Updating the Personnel Policy <br />Human Resources Manager Lasher reviewed the staff report, noting the current Personnel Policy <br />was adopted in 2006. Since then, individual policies approved by the Council have been added. <br />However, the Policy in its entirety has not been thoroughly reviewed or updated by staff, legal <br />City Council Work Session / July 22, 2014 <br />Page 5 of 10 <br />
