She indicated that this discussion is not necessarily linked to the <br />budget process or intended to change total compensation. <br />Human Resources Manager Lasher explained that the focus on the updates are primarily driven <br />by the need to have a legally compliant policy (reducing risk to the City); to have a policy that <br />reflects the Strategic Plan as it relates to the Council's direction to modify the City <br />Administrator's authority and streamline work processes; provide consistency with the City's <br />labor agreements to promote fairness among employee groups; to provide a means for those <br />facing a real, potential, or perceived conflict of interest to identify and disclose said situations; <br />and, to have a defensible reference to which applicable employees and others shall be held <br />accountable. Human Resources Manager Lasher described review by staff and summarized the <br />key revisions that had been made relating to City Administrator authority, additional definitions, <br />addition of a Data Practices Advisory, updates to Affirmative Action, Recruitment and <br />Selections sections, removal of the former Section 2 (Statistics, Organizational Chart, etc. as they <br />are not Policy related), changes to the FMLA, addition of familial status as protected from <br />discrimination, removal of the vacation donation policy and the extended LOA Policy, and <br />revision to the Light Duty Policy related to ADA. <br />City Administrator Ulrich stated this Policy has good buy in from all levels including the unions. <br />Councilmember Kuzma thanked Human Resources Manager Lasher and staff for their work on <br />this document. He commented on the importance of a Personnel Policy that is up -to -date and <br />compliant. <br />Mayor Strommen concurred. She stated the Policy has not been thoroughly reviewed since 2006 <br />and asked if future reviews will be scheduled going forward to assure the Policy remains <br />compliant. <br />Human Resources Manager Lasher stated as certain situations occur, there may be need to bring <br />forward a revision; however, she finds that an every- other -year review would be appropriate. <br />Councilmember Backous stated he has been through this exercise before and understands it is a <br />difficult task and addresses a high risk area for any organization. He stated this was a <br />monumental task, involved a lot of staff hours, and asked how that cost will be funded. <br />Human Resources Manager Lasher stated the cost for staff and legal review will come from the <br />General Fund budget. <br />Councilmember Backous commented on the importance of keeping the City's Personnel Policy <br />up -to -date and compliant. <br />Councilmember Johns stated she found the Policy and its review had been very thorough. <br />Councilmember Riley agreed that this Policy needs timely review and noted that step two will be <br />to discuss a PTO or alternate arrangement. <br />City Council Work Session / July 22, 2014 <br />Page 6of10 <br />
