Human Resources Manager Lasher stated that is the intention. She explained this Policy, once <br />adopted, will be a working document and staff has been directed to consider what a PTO Policy <br />will involve. That research is in its initial stages and today in the Labor Management Committee <br />meeting, an all staff survey was discussed. That survey will go out August 1, 2014, and pose <br />questions to gain staff's feedback on a PTO Policy. <br />Councilmember Backous asked whether it was typical for labor agreements to override anything <br />within the Personnel Policy. <br />City Attorney Langel explained that typically, Personnel Policies are not part of employee <br />contracts but, rather, an internal guide. However, union contracts are legally binding contracts <br />and will over ride the Personnel Policy. <br />The consensus of the Council was to direct staff to prepare a resolution to adopt the Personnel <br />Policy for consideration on a future Consent Agenda. <br />2.04: Consider Contract for Professional Services with BKV Group to Conduct Final <br />Plans and Specifications for Fire Station #2 <br />This item was removed from the agenda and tabled to the August 11, 2014 Work Session. <br />2.05: Review, Amend, and Authorize Resident Survey <br />Assistant to the City Administrator Brama reviewed the staff report and past consideration by the <br />Council relating to the resident survey. He indicated staff had selected the National Research <br />Center (NRC) to perform a `Third Party Mail' survey based on competitive pricing, quality of <br />product, and experience working with municipalities. Assistant to the City Administrator Brama <br />presented the original template survey provided by NRC and a revised survey that included <br />changes /amendments requested by the Council at its June 17, 2014, meeting. He described the <br />three mailings that will take place and proposed timeline. <br />Assistant to the City Administrator Brama asked whether the Council wanted to reconsider <br />Question 17 due to the recent updates regarding potential franchise fees and assessment process <br />changes <br />Mayor Strommen asked if the Council had questions or concerns. <br />Councilmember Kuzma stated he supports leaving Question 17 in the survey as franchise fees <br />may be a future consideration and he would like to gain the public's feedback. <br />City Administrator Ulrich stated the question references an $8 franchise fee and asked whether it <br />should remain as a `marker' to gain feedback. He suggested changing the wording slightly since <br />it is not the Council's intent to impose a franchise fee at this point in time. <br />The Council agreed. <br />City Council Work Session / July 22, 2014 <br />Page 7of10 <br />
