Councilmember LeTourneau stated support for the survey questions, noting the survey is of high <br />quality and will result in gaining a lot of valuable information. <br />Councilmember Johns concurred and thanked staff. <br />Councilmember Riley thanked staff for incorporating his suggestions. <br />City Administrator Ulrich stated the timing for the survey works well for making public <br />announcements and encouraging participation. <br />The consensus of the Council was to direct staff to slightly revise Question 17 as discussed and <br />execute the `Third Party Mail' resident survey. <br />3. TOPICS FOR FUTURE DISCUSSION <br />Councilmember Backous asked staff to add discussion of the Rivers Bend Park. Conservation <br />Easement to a future Work Session. <br />Mayor Strommen stated a resident had asked about regulations on neighborhood free libraries <br />and asked the Council if it would like to allow or foster this offering in Ramsey's communities. <br />Community Development Director Gladhill stated staff discussed this with the homeowner and <br />the City Attorney and it was determined lending libraries can be allowed within the City's <br />existing zoning regulations, unless it becomes a nuisance. <br />Councilmember Riley asked what could happen with a free lending library that would result in a <br />nuisance. <br />Community Development Director Gladhill stated they are generally not a nuisance. <br />Councilmember Kuzma asked staff to add discussion of the ditch mowing policy to a future <br />Work Session. <br />City Administrator Ulrich stated the Public Works Commission will address that issue on August <br />14, 2014. <br />City Administrator Ulrich noted the next Work Session will be on August 11, 2014. He <br />reviewed topics that will be considered at those meetings. <br />With regard to the proposed Fire Station #2, Councilmember Riley asked for a comparison with <br />the City's existing Fire Stations and facilities. <br />4. MAYOR / COUNCIL / STAFF INPUT <br />Elwyn Tinldenberg, Tinldenberg Group, reported on a timing glitch related to the Highway 10 <br />bonding approval that occurred in the last Legislative session.
