<br />Consider Adoption of Resolution 14-07-144 Accepting Bids and Awarding a Contract for Improvement Project 12-22; Riverdale Drive Reconstruction and
<br />Extension - Armstrong Boulevard to Traprock Street.
<br />Purpose/Background:
<br />Purpose:
<br />The purpose of this case is to accept bids and award a contract for Improvement Project 12-22; Riverdale Drive Reconstruction and Extension - Armstrong
<br />Boulevard to Traprock Street.
<br />Background:
<br />On January 8th, 2013 the City Council accepted a feasibility report and ordered the Engineering Department to prepare plans and specifications for
<br />Improvement Project 12-22; Riverdale Drive Reconstruction and Extension - Armstrong Boulevard to Traprock Street. On May 1301, 2014 the City Council
<br />accepted final plans and specifications and authorized advertisements for bids, contingent on receipt of required Minnesota Department of Transportation
<br />(MnDOT) approvals. The required MnDOT approvals have since been received and advertisements for bids were published in accordance with State Statues.
<br />On July 18th, bids were received and publicly opened, read aloud, and checked for errors and omissions. Bid prices were favorable and ranged from about 11%
<br />less to 14% more than the engineer's estimate for construction costs. A tabulation of the checked/corrected bid results is included below, as well as in attached
<br />Resolution 14-07-144.

<br />If bids are accepted and a contract is awarded, work would likely begin during the first week of August and the project should be substantially complete this fall.
<br />A tabulation of the bids was provided to MnDOT on Friday, July 18th for their review and concurrence as required for the City to award a contract per the
<br />executed Cooperative Agreement between MnDOT and the City. MnDOT immediately reviewed the bids and provided their concurrence letter allowing the
<br />project to be let. A copy of this letter is attached.
<br />This project includes the reconstruction of Armstrong Boulevard between Highway 10 and Riverdale Drive, the reconstruction of Riverdale Drive between
<br />Armstrong Boulevard and the cul-de-sac east of Alpaca Street, and the extension of Riverdale Drive east to Traprock Street. Riverdale Drive is proposed to be
<br />constructed with concrete curb and gutter, bituminous pavement and storm sewer along its entirety. Watermain is proposed to be extended to Traprock Street to
<br />allow future service to adjacent parcels, and sanitary sewer is proposed to be extended to the end of the reconstructed portion of Riverdale Drive to eventually
<br />serve the large undeveloped parcels to the east. The gravity sanitary sewer cannot be extended further east due to minimal ground cover so a sanitary sewer lift
<br />station will be needed to serve those properties as development occurs. Bituminous trails are also proposed along both sides of Riverdale Drive, with the
<br />southerly trail segment being constructed at a later date as part of the future Mississippi River Trail system.
<br />This project will also include the removal of the Alpaca Street connection to eastbound Highway 10, as well as construction of a modified three-quarter access
<br />to Highway 10 at Traprock Street to replace the current full access connection. These access changes will increase safety for motorists on Highway 10 and are a
<br />large reason why MnDOT awarded the city $702,000 in Cooperative Agreement funds, along with the promotion of a south frontage road to Highwayl0 which
<br />will remove local traffic from Highway 10. Ultimately, Riverdale Drive will serve as the south frontage road to Highway 10 between Armstrong Boulevard and
<br />Ramsey Boulevard.
<br />Numerous temporary and permanent easements are required to construct this project. The permanent roadway right of way, trail, drainage and utility easements
<br />needed to extend Riverdale Drive through the Outlot A Tooth Acres and Lot 1, Block 1 Diamonds parcels were obtained via the executed Memorandum of
<br />Understanding between the City and the limited liability corporations that own these properties. City staff has also obtained temporary construction easements
<br />for all other properties as needed, and is working with Anoka County to obtain the necessary roadway right of way permanent easement across their Tooth
<br />Acres parcel used for stormwater ponding. The County has provided the necessary right of entry to construct the project, and City staff has been assured that a
<br />permanent easement agreement will be executed in the near future, though there may be a minimal charge.

<br />Advertisements for bids were published in the Anoka County Union Herald and in Finance and Commerce on June 27th, July 4th, and July l lth, 2014 per State
<br />Statute requirements.
