Observations/Alternatives: <br />Observations: <br />Several public information meetings have been held over the last year or more to allow area residents and businesses the opportunity to discuss this project with <br />staff and to address any concerns the public might have. Staff also met individually with various businesses to coordinate the proposed construction activities <br />based on their specific needs. And in an effort to minimize impacts to area businesses and residents during construction, additional meetings will take place <br />during construction as needed, and staff plans to make detour route exhibits available on the project web site throughout construction which can be downloaded <br />and provided to guests, customers and vendors to better direct them to businesses and residences during the different stages of construction. Staff will also work <br />with the contractor to minimize the duration and impacts of road closures and traffic detours, which was one of the primary concerns raised during the public <br />information meetings. <br />As previously discussed, a petition was received in May 2013 signed by 47 residents of the Alpaca Estates development stating they oppose the project in its <br />entirety, even though no assessments are proposed for this project. <br />Alternatives: <br />Alternative #1 - Motion to accept bids and award a contract to Kuechle Underground, Inc. in the amount of $2,649,722.45 for Improvement Project 12-22; <br />Riverdale Drive Reconstruction and Extension - Armstrong Boulevard to Traprock Street. <br />Alternative #2 - Motion to deny accepting bids and awarding a contract for Improvement Project 12-22 at this time. <br />Funding Source: <br />The lowest responsible bid for this project is $2,649,722.45. Funding for construction of this project is proposed to include a combination of funding sources <br />including awarded Cooperative Agreement funds, TIF 4, Municipal State Aid (MSA) funds, Sewer funds (sanitary sewer construction), Water funds (watermain <br />construction), and Stormwater Management and Utility funds (storm sewer and ponding construction). Following is a detailed breakout of the amounts proposed <br />to be paid from each fund. <br />$ 702,000 - Cooperative Agreement <br />$ 275,000 - TIF 4 <br />$ 158,238 - MSA <br />$ 179,824 - Sewer <br />$ 759,660 - Water <br />$ 350,000 - Stormwater Management <br />225.000 - Stormwater Utility <br />2,649,722 - Total Construction Costs <br />Plans and specifications were prepared by Engineering Department staff, with some assistance from Hakanson Anderson. Engineering department staff will also <br />complete all construction administration, staking, and inspections. These staff costs are not reflected in the costs above. <br />Additional construction related costs will include an estimated $15,000 for contracted materials and soils testing. Staff is also still working with Anoka County <br />to acquire the necessary permanent roadway easement across their stormwater ponding property in Tooth Acres.
