3.7 Criminal 4.6 Background Investigations <br />Authority <br />State law authorizes city police departments to conduct criminal history background investigations <br />on applicants for City positions using Minnesota Computerized Criminal History data. <br />Applications <br />This section applies only to applicants who are finalists for regular, temporary, and volunteer status <br />positions. Before a finalistthe investigation is eligible to receive a conditional iob offer or begin <br />employment with the Citvtadertakex, the applicant must authorize the Police Department, in writing, <br />to undertake a criminal history backeroundthe investigation and to release the information to the City <br />Council, City administrator and/or other City staff as appropriate. <br />Rejection of Applications <br />Except in the case of exceptions set forth in Minnesota state law, as may be amended from time to <br />time, if the City rejects an application for employment due partly or solely to the applicant's prior <br />conviction of a crime which relates directly to the position sought, the City's Human Resources <br />Manager will notify the applicant in writing of the following: <br />s-1) Thethe Grounds and reasons for denial; <br />b. Thethe applicant complaint and grievance procedure set forth in <br />2) Minnesota State law, as may be amended from time to time; <br />3) Thethe earliest date the applicant may reapply for employment or a volunteer position; and - - - Formatted: List <br />eThatthat all competent evidence of rehabilitation will be considered upon re- Numbering Style: <br />application. In situations where identity is questioned, fingerprint verifications will be allowed. The <br />City reserves the rieht to consider the applicant's criminal history. includine any and all evidence of <br />rehabilitation. when evaluatine him or her for employment with the City. to the maximum extent <br />permitted by law. <br />3.8 Training Period <br />The trainine period is an inteeral part of the selection process and will be used for the purpose of <br />closely observine the employee's work and for traininn the employee in work expectations. <br />Traininn periods apply to new hires, transfers, promotions and rehires.
