She is not looking forward to this development, noting it would be in her <br />backyard. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Brauer to recommend the City Council <br />deny the proposed sketch plan based on the need for a Cgmprehensive Plan amendment and <br />additional MUSA. <br /> <br />Motion carried. Absent: Commissioner Johnson. <br /> <br />Assistant Community Development Director Trudgeon noted at preliminary plat and MUSA <br />action it will be a public hearing, and people notified. <br /> <br />Case #2: <br /> <br />Request for Sketch Plan Review of Town Center 2~a Addition; Case of <br />Ramsey Town Center, LLC and D.R. Horton Homes <br /> <br />Presentation <br /> <br />Assistant Community Development Director Trudgeon,indicated this is a sketch plan review of <br />Ramsey Town Center 2"d Addition, which inclUdes 7.96 acres; He stated the sketch plan shows <br />74 townhomes in 14 separate buildings, and 22 condominiums located in three buildings. He <br />stated the subject property is currently zoned Town Center-4b Neighborhood District. The TC- <br />4b District all0~vs for residential uses at a~net density of up to 15 units per acre, and the sketch <br />plan shows a net density of 12.1 units per acre. <br /> <br />Assistant Community Development Director Trudgeon advised Staff has reviewed the plan and <br />noted several area of concern. He indicated one area is public and private streets. Staff has some <br />concern With all of,the private streets shown in the sketch plan, especially the width of the private <br />streets, tie indi;cat~d Staff would also like to see a public road traverse through the development. <br />He stated that the developer has made some suggestions, and he reviewed which streets are now <br />public. He indicated the question is that to the east and west there are significant lengths of <br />private roads. He stated the design guidelines to not provide for loops, and they need to discuss <br />with the City Council and Public Works on how to handle the private streets. He indicated it is <br />almost counter productive in this area of Town Center to use all public roads, as they would <br />prevent more pedestrian friendly, closer together development. He stated public roads would <br />also interfemwith the setbacks. He indicated in this area they want the structures to be as close <br />to the roads as possible, but on public roads there is right-of-way, etc. that could easily go past <br />the 20 foot maximum setback. <br /> <br />Assistant Community Development Director Trudgeon explained the Town Center Zoning code <br />has some specific requirements, and is silent on other issues, such as where to measure setbacks. <br />He indicated it says a maximum setback of 20 feet, but depending on where you measure, that <br />can vary. He thinks a good way would be to the edge of the sidewalk, and noted these units are <br />designed to be fifteen feet from the sidewalk.
