The sketch plan consists of <br />three sheets prepared by URS dated November 19, 2003. We offer the following comments: <br /> <br />General: The sketch plan is proposing to develop 7.96 acres into 96 residential units. The <br />subject property is north of the platted right-of-way of East Ramsey Parkway and west of <br />Ramsey Blvd. <br /> <br />Zoning/Density: The property is currently zoned Town Center 4b Neighborhood District <br />(TC-4b). The TC-4b District allows for residential uses at a net density of up to 15 units per <br />acre. The sketch plan shows a net density of 12.1 units per acre. The TC-4b District allows <br />for townhomes and condominiums. <br /> <br />Lots: The sketch plan shows 74 townhomes in 14 separate buildings. (3 four-unit buildings, <br />4 five-unit buildings, and 7 six-unit buildings). The 22 condominiums are located in three <br />buildings (1 six-unit building and 2 eight-unit buildings). Detailed plans and elevations of <br />these units will be required as part of the site plan approval process. <br /> <br />In reviewing the layout of the lots and units, Staff has several observations:' <br /> <br />Loc. ation of open space: Staff suggests that the open space be moved to the east <br />which is currently occupied by four- and five-unit townhome buildings. This is for <br />several reasons. For one, with the current configuration, garages and driveways will <br />back up to the open space. This seems to be counter productive to making the <br />development a walkable area and could lead to some very unpleasing aesthetics. The <br />second reason to shift the open space to the east is somewhat hidden in its current <br />location and is not too accessible by the residents on the eastern side of the sketch <br />plan, Moving the open space to the east will make the open space more central to all <br /> <br /> <br />
