Sketch Plan Review: Ramsey Town Center 2nd Addition <br />November 26, 2003 <br />Page 2 of 5 <br /> <br />of the residents and provide for a pleasing aesthetic from the street. Finally, by <br />swapping the units and open space, the driveways and garages will be more screened <br />and served by an alleyway rather than a private road. For all these reasons, we would <br />like to discuss with you the feasibility of moving the open space. <br /> <br />Unit Placement: With the advent of a significant amount of townhomes within the <br />City of Ramsey, there has been concern raised on the look and feel of having a great <br />wall of units viewed from a street. From the sketch plan it appears this may be an <br />issue around the pei'imeter of the development especially along Ramsey Blvd. and <br />Peridot St. NW. Staff would recommend looking staggering the buildings With <br />varying setbacks and/or utilizing architectural features to articulate the buildings. <br /> <br />4. Setbacks: The TC4-b Zoning District requires the following setbacks <br /> <br />o <br /> <br />Front Yard (min-max) <br /> <br />Side Yard <br /> <br />Rear Yard Building Setback <br /> <br />0-20 feet <br /> <br />None, unless required by <br />building code <br />None, unless required by <br />building code <br /> <br />It appears that approximately 64 of the units have a front yard setback greater than the <br />allowable 20 feet. The front yard setback is measured from the building to the back of curb <br />for units along private streets and from the building to the right-of-way for units along public <br />streets. The units should be altered to reflect the allowable setbacks. In addition, the <br />addition Or subtraction of private and public streets will also affect the setbacks. <br /> <br />An additional concern that the City has is the length of the driveway. Typically <br />developments such as those being proposed require a driveway length of 25 feet in order to <br />accommodate guests and larger vehicles. The City does not want vehicles overhanging into <br />the traveled road or sidewalk. It appears that nearly ail of the townhome units do not have <br />driveways that are 25 feet in length. (Avg. length appears to be 21 feet). All of the <br />condominium units, however, exceed the minimum driveway length. Although the Town <br />Center Zoning Code does not specifically call out minimum driveway lengths, Section <br />9.20.25.11 of the Town Center Zoning District allows for the City to utilize other parts of <br />City Code when provisions contained elsewhere are better suited to address a certain aspect <br />of the development. City Staff finds this to be the case in regards to driveway length. <br /> <br />Public/Private Streets: As mentioned above, the City can utilize other portions of the code <br />where appropriate. This is the case in regards to the use of the public and private roads. The <br />following is a listing of street standards contained in the Ramsey Zoning and Subdivision <br />Code: <br /> <br /> <br />
