Councilmember Kuzma stated that road projects have to be funded and franchise fees may be a <br />future consideration at some point. <br />Mayor Strommen agreed that an on -going revenue stream needs to be found. <br />Councilmember Tossey agreed that roads need to be funded and he supported doing so through <br />the levy, not a franchise fee. <br />Councilmember Kuzma noted that this funding scenario also includes assessments. <br />Mayor Strommen stated that is correct but the Council has made a decision to move forward with <br />road projects, which she supports, and the budget reflects that decision. <br />Finance Director Lund stated she will make the requested revisions for presentation at the <br />August 26, 2014, Work Session. <br />City Administrator Ulrich stated staff will also be presenting information on sponsored <br />community events, social service agencies and related costs that are funded, and the cost to <br />continue the Highway 10 Alliance. <br />2.02: Discussion Regarding the Police Chief's Retirement and Process to Fill Position <br />Human Resources Manager Lasher reviewed the staff report, noting Police Chief Way has <br />submitted a letter of retirement indicating his last day of employment with the City of Ramsey <br />will be January 31, 2015. It was noted that by that date, Police Chief Way will have served the <br />City of Ramsey as a sworn officer for 30 years. Human Resources Manager Lasher stated this <br />retirement will have a significant impact on the City and staff is committed to filling this position <br />with the best possible candidate, a candidate that demonstrates the qualities necessary to meet the <br />City's mission, core values, and guiding principles as identified in the adopted Strategic Plan. <br />Human Resources Manager Lasher stated staff plans to conduct an internal survey with the <br />Police Department, the management team, and possibly the City Council, if so directed. Staff <br />will seek feedback regarding what qualities would be most important in the City's next Chief of <br />Police. This survey will provide important feedback regardless of whether an internal or external <br />promotional process is conducted. <br />Human Resources Manager Lasher explained that staff will be looking for a recommendation of <br />no more than three non - employee panel members to participate in the interview process as <br />required by City policy. In addition, the full Council may choose to participate in the final <br />interviews due to the critical nature of this position. Panel members may also be from outside of <br />the community, such as a police chief from a neighboring city. <br />Human Resources Manager Lasher noted the minimum and desired qualifications for <br />consideration were detailed in the staff report. She indicated that as a result of mindful <br />succession planning, there is one internal, promotable candidate, Police Captain Jeff Katers, who <br />exceeds these minimum and desired qualifications.
