She noted that Police Captain Frankfurth is in <br />attendance to provide additional information or answer questions. <br />Police Captain Frankfurth described the FBI training of Police Captain Katers and stated he is <br />highly respected within the Department as well as throughout Anoka County. <br />City Administrator Ulrich stated if the Council is interested in the internal candidate, he would <br />recommend, prior to the Council's decision, to survey the Department and conduct Council <br />interviews. The other option is to open the position to an external search. <br />It was noted that staff was asking for direction as to how to proceed with filling the Chief of <br />Police Position, to identify the non - employee interview panel members, and to approve a training <br />period based on an anticipated start date that would allow time for Police Chief Way to work <br />directly with the new Chief. <br />Councilmember LeTourneau stated he is very interested in the possibility of an internal <br />candidate as the City has already spent the time and made the investment to prepare that <br />candidate. He noted the goal is to have the position filled relatively soon to benefit from training <br />so he would ask whether the internal process can be completed soon enough. <br />City Administrator Ulrich stated the City received a six -month retirement notice and an internal <br />candidate process could be completed within 30 days. If not successful, it would leave five <br />months for an external recruitment. <br />Councilmember Kuzma supported first considering an internal recruitment. <br />Councilmember Tossey asked how many officers were in the Police Department. <br />Police Captain Frankfurth stated the Department has 23 officers with the Chief, 2 Captains, 4 <br />Sergeants, 13 Patrol Officers, a Community Outreach Officer, and 2 investigators. <br />Councilmember Tossey noted that Police Captain Katers has not ever spent time in patrol, which <br />is a critical aspect of the Police Chief position. He stated he would support an internal process as <br />Police Captain Katers is well respected within Ramsey and Anoka County. But, the function and <br />foundation of a Police Department is patrol. <br />Councilmember LeTourneau suggested including that topic in the survey and interview <br />questions. The Council agreed. <br />Councilmember Riley suggested the interview panel include the City's prosecutor, Anoka <br />County Sheriff, and police chiefs from adjoining communities.
