NORTH METRO MAYORS ASSOCIATION <br />PROPOSAL FOR CREATION OF <br />T.H. 10 & T.H. 169 RECONSTRUCTION ALLIANCE <br />BACKGROUND <br />The following proposal includes NMMA's detailed plan to coordinate and execute an `advocacy and public relations <br />campaign to secure the necessary funding to construct improvements to T.H. 10 through Anoka County, from <br />Hanson Boulevard (Coon Rapids) to the northern edge of the City of Ramsey and T.H. 169 Improvement in <br />Champlin from Hayden Lake Road to Dayton Road. This plan sets forth detailed action steps for the initial period, <br />starting in July of 2014 through December 2015. <br />The NMMA Board approved the creation of the T.H. 10 & TH 169 Reconstruction Affiance under its Joint Powers <br />structure in December 2014 and invited Anoka County and the cities of Andover, Anoka, Champlin, Coon Rapids, <br />and Ramsey to become `partners' (Alliance Partnership) in this effort. <br />NMMA's Board believes strongly that a modern-day advocacy campaign is required for a project of this size, <br />duration and impact. This plan includes grassroots advocacy with citizens and with policy influencers; media <br />relations; and direct legislative advocacy with elected officials. This three -pronged approach, executed properly, <br />will give the project the best chance to achieve success. <br />Further, NMMA believes that the size and cost of the construction project makes it unlikely that all multiple millions <br />of dollars required to complete every phase of the project can be obtained at once. Instead, advocating for <br />immediate, short-term, mid-term and final construction stages, generally along the lines of plans created by <br />MnDOT, as modified where needed, with Alliance partner and community input, should be the overall goal of the <br />campaign. <br />NMMA believes that breaking the project into manageable pieces offers the best chance of success. This document <br />covers the first 18 months of activity for the Alliance, with the most intense preparatory work occurring in the first <br />six months. With this timeline, the Alliance Partnership would have the opportunity to judge the efficacy and <br />success of the project at the end of 2015 and make adjustments to the work and budget going forward, as necessary. <br />NMMA's ALLIANCE TEAM <br />NMMA will engage Elwyn Tinkenberg, Tinlenberg Group and Michael Wilhelmi, Ewald Consulting, as its lead <br />advocacy and public relations team members (Alliance Team). The Alliance Team will assist the Alliance <br />Partnership to create an overall campaign strategy that takes advantage of available community networks and <br />resources to inform federal and state policymakers about the importance of improving the T.H. 10 Corridor and <br />completing the TH 169 Improvement Plan. The Alliance Team will help perform the work necessary to execute a <br />variety of government relations and public affairs strategies and tactics, as agreed to and directed by the Alliance <br />Partnership.
