Review File: Pine Ridge <br />Major Plat Preliminary and Final Plat <br />Comprehensive Plan and Zoning Code Review <br />Page 4 of 5 <br />required additional plantings or restitution or eliminate the need for it altogether. <br />Topsoil: Each lot be subject to the City's topsoil requirement, which states that all disturbed <br />areas not otherwise improved with walkways, driveway, home and other impervious surfacing, <br />shall receive four (4) inches of topsoil meeting the City's topsoil specification. A topsoil <br />inspection is required prior to landscaping being installed and copies of the load tickets are <br />required as well. This is reviewed at time of Building Permit Application and request for <br />Certificate of Occupancy for the newly created lots. Note: any wetlands within the limits of <br />construction will need to be delineated and marked w i th s il t fe n c e so that the wetland <br />boundary is evident. No topsoil or other fill is permitted within any wetland. <br />Re -subdivision Plan: A re -subdivision plan is not required since this project is located north of <br />Trott Brook. <br />Development Fees: Park Dedication, Trail Development and Stormwater Management Fees shall <br />be due on the Plat. These fees must be paid prior to the City releasing the Final Plat for recording <br />and the fees collected are those that are in effect at the time of recording. A cash contribution shall <br />be required to satisfy Park Dedication with one of two options for the Trail Development <br />requirements discussed below. <br />The Master Trail Plan indicates that there shall be a trail along Nowthen Blvd. Current trail <br />standards call for a ten (10) foot wide bituminous trail. However, at this time, the trail segment <br />would not connect to the larger, comprehensive trail system. Thus, there are two (2) options to <br />consider. First, constructing the trail segment as part of this Plat, which is the standard practice <br />for development adjacent to an arterial street. Or, secondly, rather than constructing this segment <br />of trail now, paying the trail construction costs (to be developed by your engineer and approved <br />by the City), into an escrow account that the City will use in the future to construct this trail <br />segment. Trail Development Fees associated with the six (6) lots would be credited toward the <br />construction cost escrow. Either option is acceptable. If the developer desires to construct the <br />trail now as part of this project rather than making the cash payment, a revised set of plans must <br />be submitted for review that includes the trail location and construction details. If a cash payment <br />for the cost of trail construction, rather than actual installation of a trail is preferred, than the <br />developer 's engineer shall provide a detailed (itemized) cost estimate for construction of a ten (10) <br />foot wide bituminous trail for review and approval by the City. The developer shall make the cash <br />payment prior to the City releasing the Final Plat for recording. <br />The preferred trail alignment would be along the western edge of Lots 1 & 6. This would be <br />accomplished through a trail easement encumbering the western fifteen (15) feet of these parcels, <br />which should be provided as a separate, recordable document for review and acceptance prior to <br />the release of the Final Plat for recording. <br />Development Agreement: A Development Agreement shall be required outlining Stage I and <br />Stage II Improvements (public improvements such as streets, trails, and utilities), performance <br />sureties, inspection fees, process, and timelines. <br />
