Review File: Pine Ridge <br />Major Plat Preliminary and Final Plat <br />Comprehensive Plan and Zoning Code Review <br />Page 3 of 5 <br />Drainage and Utility Easements: All lots shall have a minimum of a ten (10) foot drainage <br />and utility easement adjacent to all road right-of-way and unplatted areas and five (5) feet along <br />all common property lines being platted. All wetlands and stormwater retention ponds will <br />also need to be encumbered with drainage and utility easements. The Final Plat must be revised <br />to include drainage and utility easements over both stormwater retention ponds and the drainage <br />and utility easement boundary needs to be adjusted across Lots 3 and 4 to address the updated <br />location of the stormwater pond. <br />Landscaping: Two trees per dwelling unit are required. Deciduous trees shall be a minimum of <br />one (1) inch caliper and evergreen trees shall be at least five (5) feet in height. A Landscape Plan <br />has been submitted that shows two (2) trees per lot. Please note that the plantings must be within <br />the front yard of each lot. The Landscape Plan shall be updated as follows: <br />• Either revise the planting detail as noted below or incorporate the City's tree planting <br />detail: <br />o Planting depth shall be such that the 1st set of primary roots is at finished grade <br />o Only prune out dead/broken/deformed branches at time of installation <br />o Removal of upper portion of wire basket and burlap after being placed in planting <br />hole if using B & B stock. <br />O 2-4 inches of wood chip mulch shall be included around all trees. Mulch shall not <br />be piled against the trunk of trees. <br />Tree Preservation: At least forty percent (40%) of the inches of existing significant tree DBH must <br />be preserved on the overall site. If less then forty percent (40%) of the inches of existing significant <br />tree DBH are retained, restitution will be necessary. This could be either 1.25 inches (diameter) <br />of newly planted trees for each one (1) inch removed in excess of the threshold or a payment of <br />$125.00 for each one (1) inch removed in excess of the threshold, or some combination thereof. <br />Note that required landscaping does count toward satisfy the replanting requirement. <br />A tree inventory, prepared by an ISA Certified Arborist, has been submitted for significant trees <br />within the limits of construction. As submitted, the project exceeds the allowable removable <br />threshold and will require additional plantings or restitution. The following revisions are necessary <br />for the Tree Preservation Plan: <br />• The tree inventory must be updated to include a tally of the total DBH inches inventoried. <br />• The tree inventory shall indicate why trees are being removed (e.g. stormwater pond, road, <br />etc.). Removal of trees for certain aspects are not counted toward the removal threshold. <br />As proposed, the removals exceed the allowable threshold. One of the following options <br />shall be completed prior to release of the Final Plat for recording: <br />• An updated Landscaping Plan must be provided that provides 1.25 inches of new trees <br />for every one (1) inch of tree DBH removed over the threshold, or a payment to the City <br />equal to $125.00 per every inch of tree DBH removed in excess of the threshold, or some <br />combination thereof <br />• Another alternative to consider would be expanding the boundary of the Tree Inventory <br />to capture more significant trees on the property.
