Review File: Pine Ridge
Major Plat Preliminary and Final Plat
Comprehensive Plan and Zoning Code Review
Page 2 of 5
be dedicated to Anoka County. Note that the final plat is still subject to a plat check review by the
Anoka County Surveyor.
The proposed lots generally meet the R-1 (Rural Developing) zoning requirements in terms of lot
size and width. However, Lots 3 & 4 are proposed to only have 190 feet and 144 feet lot widths
respectively, where 200 feet is required. A variance to lot width standards for Lots 3 & 4 was
approved by the Planning Commission on August 7, 2014.
The request received Sketch Plan review by the Planning Commission in May. The Planning
Commission requested the length of the cul-de-sac, which was originally planned for 600 feet, be
extended in an attempt to increase the lot width for Lots 3 & 4. The proposed Preliminary Plat and
Final Plat does include a cul-de-sac that is 810 feet, which resulted in improvements to the general
shape of all proposed lots but did not eliminate the substandard lot widths on Lots 3 & 4 (190' and
144'). The Planning Commission also approved a variance to cul-de-sac length on August 7, 2014.
The proposed right of way for the cul-de-sac is sixty-six (66) feet and the right of way for the cul-
de-sac bulb has a radius of sixty-five feet, both of which meet the minimum required design
standards.
Utilities: All lots will be served by individual, on -site sewer systems and private wells. Soil borings
were completed for each lot. At the time of building permit application/septic permit application,
a survey must be supplied that shows the location of each of the borings and shall have located
space for a primary and secondary soil treatment area. Note that the drainfield must be a minimum
of three (3) feet above the identified redoximorphic features.
Streets: The Plat includes a new cul-de-sac that would be constructed off of Nowthen Blvd. NW
to serve the six (6) lots. The proposed cul-de-sac is 810 feet in length where 600 feet is allowed
by ordinance. The Planning Commission has approved a variance for the increased length of the
cul-de-sac. The proposed right of way meets ordinance requirements. The Anoka County Highway
Department (ACHD) has reviewed the request and provided comments, dated August 19, 2014.
Those comments are attached and incorporated by reference to this review letter.
Wetlands: There is a large wetland area along the eastern portion of the Plat. This wetlands falls
under the jurisdiction of the Lower Rum River Water Management Organization (LRRWMO).
You will need to submit a separate permit application to the LRRWMO for review and approval.
A wetland delineation will also be required to identify the wetland boundaries and to determine if
any additional wetlands exist on the property. A copy of the LRRWMO permit must be provided
to the City prior to the plat being released for recording.
Stormwater Management: The first one (1) inch of rainfall must be infiltrated on site. See the
Engineering Technical Review for more details.
