5.03: Update on Feasibility Reports for Garnet Street and Andrie Street <br /> <br />City Engineer Westby reviewed the staff report and updated Garnet Street and Andrie Street <br />feasibility report that removed the off-road sidewalk facilities and incorporated on-road <br />pedestrian/bicycle lanes. He stated once the report is completed, it will be presented to the <br />Public Works Committee at its May 20, 2014 meeting. <br /> <br />th <br />City Engineer Westby stated staff is in the process of finalizing the Garnet Street and 168 <br />feasibility report and it will be presented to the Council on May 13, 2014. <br /> <br />Councilmember Kuzma asked staff to also provide information on the estimated special <br />assessment to land owners. <br /> <br />City Engineer Westby stated the existing feasibility report did not include a preliminary <br />th <br />assessment roll, so staff will provide that information. He noted for the Garnet Street and 168 <br />feasibility report, a difficult piece to complete relates to funding. It was hoped the franchise <br />fee/funding program would be established but since that has not occurred, the funding will <br />include a range of special assessments. <br /> <br />Chairperson Backous stated the worst thing would be to do nothing to Garnet Street. He <br />supported moving forward with the same procedure as used in the past. He stated he understands <br />the suggestion to provide a range of assessments, but staff should not assume there will be <br />franchise fees or that the percentage of assessments will change. <br /> <br />City Engineer Westby stated the City does not have an Assessment Policy for full street <br />reconstructions ($12,000 to $13,000) but assessments of $1,000 to $2,000 have been levied for <br />overlays. <br /> <br />Councilmember Kuzma asked if there are MSA funds available for Andrie Street. <br /> <br />City Engineer Westby advised that all MSA funds are dedicated to other projects. <br /> <br />City Administrator Ulrich stated it would be good for the City to have an Assessment Policy in <br />place that makes sense, long-term, and to also set the standard for road reconstruction. He noted <br />that the assessment calculation would not change if an MSA roadway because project costs to <br />meet MSA standards would be supplemented by MSA. Rather, the assessment would be levied <br />to the rate of a standard residential street. <br /> <br />Councilmember Kuzma stated Andrie Street is a collector so he thinks it is unfair to assess <br />abutting property owners for the full costs. <br /> <br />City Administrator Ulrich stated in that case, depending on the road classification, the <br />assessment can be made to the same as a standard residential street. <br /> <br />Chairperson Backous stated that is the same situation as with Dysprosium Street.
