<br />City Administrator Ulrich answered in the affirmative. <br /> <br />City Engineer Westby stated he will present a draft Assessment Policy at the May 20, 2014, <br />Public Works Committee meeting. <br /> <br />Councilmember Riley stated a 50% assessment is too high, but 20% to 30% may be more <br />appropriate because it is more defensible to increased property value. <br /> <br />City Engineer Westby stated that is correct and explained that sometimes cities hire appraisers to <br />determine how much can be assessed. <br /> <br />Councilmember Kuzma stated he does not think the Council will reach consensus with the <br />Charter Commission on a franchise fee so the Council should prepare to place it on the upcoming <br />General ballot. <br /> <br />City Administrator Ulrich stated the Charter Commission will be meeting next week and it is in <br />the Charter Commission may not come up with language that is agreeable to the full City <br />Council. <br /> <br />Councilmember Riley asked about installing water on Garnet Street and if that occurred, if it <br />would go a long way towards reconstructing the road. <br /> <br />City Engineer Westby stated the watermain and sewer service would be funded from the <br />Enterprise Fund and not impact the reconstruction costs for the road because connection is <br />optional. He stated that alternate and estimated cost will be included in the feasibility report and <br />residents could be surveyed to determine if there is interest in connecting. <br /> <br />Chairperson Backous expressed reluctance to raising that topic. <br /> <br />Councilmember Riley stated the City of Anoka may not agree that it does not contribute to <br />construction of their roadways because Anoka is using its Water Fund to pay for a lot of their <br />road reconstruction. <br /> <br />City Administrator Ulrich stated staff can look at the impact to project costs if utilities are <br />installed; however, it would be a deferred cost because the City would not be reimbursed until <br />property owners connect. <br /> <br />Chairperson Backous again stated his reluctance to raising that option because it becomes <br />convoluted with residents thinking the City is trying to force them to connect. <br /> <br />City Administrator Ulrich stated another option is to save enough land to one side of the roadway <br />so utilities can be installed along the side. <br /> <br />Public Works Committee / April 15, 2014 <br />Page 8 of 12 <br />
