Precious gems - Any gem that is valued for its character, rarity, beauty or quality, <br />including diamonds, rubies, emeralds, sapphires or pearls, or any other such precious gems or <br />stones, whether as a separate item or in combination as a piece of jewelry or other crafted item. <br /> <br /> Precious metals - Gold, silver, platinum, and sterling silver, whether as a separate <br />item or in combination as a piece of jewelry or other crafted item, except items plated with <br />precious metal(s) and the plating equals less than one (1) percent of the items total weight. <br /> <br /> Receive. To purchase, accept for sale on consignment, broker, or receive in trade for <br />an item of equal or lesser value, any tangible personal property prex, iously owned, used, rented or <br />leased. <br /> <br /> Reportable transaction. Every transaction conducted by a secondhand dealer, inside <br />the City of Ramsey, in which merchandise defined in section 7.94.14 is received, and for which a <br />daily report to the police department is required. <br /> <br /> Secondhand goods dealer. Any natural person, partnership or corporation, either as <br />principal or agent or employee thereof, whose regular business includes selling or receiving <br />tangible personal properties, excluding motor vehicles, previously owned, used, rented or leased. <br />The term secondhand dealer shall include auction house dealers. Exceptions are defined in <br />section 7.94.03. <br /> <br /> Unique identifier. A serial number, identification number, model number, owner <br />applied identifier or engraving, "Operation ID" number or symbol, or other unique marking. <br /> <br />7.94.02 General <br /> <br /> Subdivision 1. Purpose. The Council finds that secondhand goods dealers <br />potentially provide an opportunity for the commission of crimes and their concealment because <br />such businesses have the ability to receive and transfer stolen property easily and quickly. The <br />Council also finds that consumer protection regulation is warranted in transactions involving <br />secondhand goods dealers. The purpose of this Section is therefore to prevent secondhand goods <br />dealer shops from being used as facilities for commission of crimes and to assure that such <br />businesses comply with basic consumer protection standards, thereby protecting the public <br />health, safety, and general welfare of the citizens of the City. <br /> <br />Provisions of State Law Adopted. The provisions of Minnesota Statutes <br />Chapter 325J and as amended from time to time are hereby adopted by <br />reference as if fully set forth at this point. <br /> <br /> Subd. 2. License required. No person, partnership, or corporation shall engage in or <br />carry on the business of a Secondhand Goods Dealer, without a license issued by the City, for <br />each and every separate office or place of business operated by such licensee in the City. The <br />annual fee for such license shall be set by Council resolution. <br /> <br /> <br />
