Motion by Commissioner Bauer, seconded by Commissioner Nosan, to approve the following <br />minutes as presented: Planning Commission Meeting Minutes dated July 10, 2014. <br />Motion Carried. PUBLIC HEARINGS /COMMISSION BUSINESS <br />5.01: Public Hearing: Consider Request for a Conditional Use Permit to Maintain Four <br />or More Dogs at the Property Located at 5520 140th Lane NW; Case of Diane <br />Mattsen <br />Public Hearing <br />Chairperson Levine called the public hearing to order at 7:02 p.m. <br />Presentation <br />Planning Intern Olson presented the staff report stating the City received an application from <br />Diane Mattsen for a conditional use permit to maintain up to twelve (12) dogs on the property <br />located at 5520 140 Lane NW. While the applicant is interested in only operating a private dog <br />kennel, eight (8) of the potential twelve (12) dogs allowed on the subject property would not <br />belong to the applicant, which Ramsey City Code would define as a commercial dog kennel. <br />Staff reviewed the case in detail with the Commission and recommended approval of the <br />conditional use permit. <br />Citizen Input <br />This evening the attached letters were received from the applicant's neighbors, and a packet of <br />information from the applicant. <br />Dawn Nelson, 949 111 Avenue NW in Coon Rapids, explained she brought her dog to Diane <br />Mattsen for boarding services. <br />Catherine Rosenthahl, 14060 Geranium Street, commented she has lived across from the <br />applicant for the past 12 years. She reported Ms. Mattsen has cared for her dog on occasion and <br />she supported the proposed dog license. <br />Veniamin Loginov, 14030 Geranium Street, reported that Diane Mattsen was a great neighbor. <br />He explained that her dogs were friendly and he did not object to the proposed dog license. He <br />recommended the Planning Commission approve the conditional use permit. <br />Rose Madges, 7606 147 Lane, indicated Diane Mattsen provided dog daycare for her.
