Dave Mattsen, 5520 140 Lane NW, stated he was unaware that his wife was acting outside the <br />law by offering temporary daycare services. For this reason, he and his wife have applied for a <br />conditional use permit to all for more than four dogs on the property. <br />Patricia Drixler, 14060 Fluorine, reported she has heard barking dogs at the applicants residence <br />for the past seven years. She feared that the property was a puppy mill on top of a boarding <br />house for dogs. She provided comment on an occasion when one of Ms. Mattsen's dog got out <br />of the fenced area. She recommended the Planning Commission not support the conditional use <br />permit request as she believed the property was a public nuisance. <br />City Planner Anderson reported that dogs up to six months of age do not count against the <br />number of pets on the property per City Code. <br />Christine Fayo, 14101 Geranium Street, stated she lives close to Ms. Mattsen and hears barking <br />dogs throughout the day. She had strong concerns with the proposed request and recommended <br />the Planning Commission not approve the conditional use permit. <br />Mary Bellows, 14066 Dysprosium Street, opposed the dog permit in this neighborhood. She <br />explained she ran a daycare near Ms. Mattsen's home and feared for the children's safety. She <br />recommended that Ms. Mattsen move her operation to another location with more land. <br />John McSwiggen, 14060 Fluorine Street, believed that Ms. Mattsen should move her kennel <br />businesses to a property with more space. <br />Mr. Mattsen requested his neighbors be allowed to address the smell and cleanliness of his home. <br />Ms. Madges stated Diane Mattsen has a Rug Doctor and uses it several times a week. She did <br />not believe that the Mattsen home had any odor emanating from it. <br />Ms. Rosenthahl indicated she was in Ms. Mattsen's home three weeks ago and found it to have a <br />slight dog scent. <br />Ms. Drixler discussed her petition in further detail and expressed concern with the number of <br />dogs that were on Ms. Mattsen's property. <br />Motion by Commissioner Bauer, seconded by Commissioner VanScoy, to close the public <br />hearing. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Bauer, VanScoy, and Nosan. <br />Voting No: None.
