Commission Business <br />Commissioner Bauer understood that City Code restricts homeowners to having three dogs or <br />less. He noted the applicant owned four dogs and would need a permit to bring the property into <br />compliance with City Code. <br />City Planner Anderson stated this was the case and requested further comment from the applicant <br />as to the daycare or boarding services currently being provided. He would also like comment <br />from the applicant as to the breed and size of dogs on the property. <br />Chairperson Levine questioned how the Commission should proceed. Community Development <br />Director Gladhill recommended the Commission begin by focusing on the four dogs currently on <br />the property and if it would be appropriate to approve a conditional use permit to allow for four <br />or more dogs on the property. The Commission could then turn its focus to the doggy daycare <br />and/or boarding issue and if there was support for a commercial kennel license. <br />Commissioner Nosan asked the breed of the four dogs currently living with the Mattsens. <br />Mr. Mattsen explained the four dogs were Shih Tzu and Kellers. <br />Commissioner Nosan questioned why the neighbors had concern with pitbulls on the property. <br />Mr. Mattsen indicated his son had a pit bull that had pups seven or eight years ago and the pups <br />were sold from his home. He clarified that the pit bull did not reside at his home. <br />Commissioner VanScoy inquired if the Mattsen's were providing daycare services for dogs. <br />Mr. Mattsen reported his niece brought one dog to his home each day for daycare services. He <br />discussed the boarding services that have been provided by his family. <br />Commissioner VanScoy asked what the minimum number of dogs would be on the Mattsen <br />property each day. <br />Mr. Mattsen stated the minimum would be five or six. <br />Community Development Director Gladhill questioned if the dogs within the daycare were from <br />family members or neighbors. <br />Mr. Mattsen reported the dogs were from both family members and neighbors. <br />Commissioner Bauer inquired if these family members or friends were paying a fee for the <br />daycare services. <br />Mr. Mattsen stated his wife was not charging for the daycare services. <br />Planning Commission /August 7, 2014 <br />Page 4 of 17 <br />
