City Planner Anderson explained the applicant implied that she was caring for dogs on an <br />occasional or periodic basis and would be 15 pounds or less. However, it appears that there have <br />been family dogs on the Mattsen property on a daily basis. Due to the misinformation provided, <br />he recommended the Planning Commission table action on this item to allow staff additional <br />time to speak with the applicant. <br />Commissioner Bauer agreed with this recommendation. <br />Community Development Director Gladhill asked if the Commission supported doggy daycare <br />services for no more than eight dogs on the Mattsen property. If this was the case, the request <br />would not need to be tabled. <br />Chairperson Levine was not comfortable with the request going forward. He believed the <br />Planning Commission needed more information. <br />Commissioner VanScoy agreed and questioned how the City would enforce the breed and dog <br />weight of the pets being boarded. <br />Community Development Director Gladhill suggested that if the Planning Commission was to <br />table action on this matter, that they should direct staff to review the request with the applicant <br />with regard to the size, number, weight, duration and family status of the pets being boarded. <br />It was noted that neighbors may have strong concerns with the pitbulls being sold from the <br />applicant's property. Information was explained that the Mattsens have sold pitbulls from their <br />home on more than two occasions over the past seven years. <br />Community Development Director Gladhill recommended that action on this matter be <br />postponed to the September meeting and that it be discussed in a worksession prior to the <br />meeting. <br />Motion by Commissioner Bauer, seconded by Commissioner VanScoy, to table action on this <br />item to the September 4, 2014 Planning Commission meeting directing staff to speak with the <br />applicant regarding the size, weight, number, duration and family status of the pets being <br />boarded. <br />Further discussion <br />Commissioner Nosan reported the applicant had four dogs at the time and was not in compliance <br />with City Code. She questioned if the Planning Commission should take action this evening to <br />address this matter. <br />Community Development Director Gladhill reported the applicant was addressing this concern <br />and would frame enforcement around review of the conditional use permit. <br />Planning Commission /August 7, 2014 <br />Page 5 of 17 <br />
