Receive Presentation from PACT Charter School and Future Parking and Expansion Needs As It Relates to <br />Future Impacts to Existing Rights of Way: The Committee reached consensus to continue discussions of <br />options for a possible addition to PACT that did not include vacating Peridot Street as a public road. <br />2. Draft Snow Removal Contract for Municipal Parking Ramp: Ratify the recommendation of the Public Works <br />Committee to accept staff recommendation and approve the use of contract labor for snow removal on the <br />Municipal Parking Ramp and direct staff to advertise for bids. <br />Staff Input: <br />1. Consider Traffic Concerns Near 146th Avenue and Iodine Street: Consensus was reached to consider all <br />issues presented to begin to determine a solution. <br />2. Consider Roadside Mowing - Priorities and Scheduling: Informational; no action taken. <br />3. Review draft Special Assessment Policy for City Improvement Projects: Informational; no action taken. <br />4. Consider Enforcement Options Regarding Sidewalk Plowing in Townhome Developments: Informational; no <br />action taken. <br />Purpose/Background: <br />The Public Works Committee held its regular meeting on August 14, 2014 and discussed the following cases. <br />1. Consider Traffic Concerns Near 146th Avenue and Iodine Street: This Staff/Input case is being considered <br />prior to Agenda Item 5.01 due to the presence of residents who wished to speak on the matter. Public Works <br />Superintendent Riemer reviewed the staff report. He mentioned that traffic moving at 30 mph in a residential <br />area can seem very fast. However, that is the speed limit. Since the City has had the speed trailer and the law <br />enforcement in that area, and statistics did not show a need for signage, it leaves the City with few <br />opportunities to aid the citizens. The main concerns of the residents that spoke are the blind hill, sunlight, bus <br />stops, and snow pile ups causing huge safety hazards. Motion to recommend to City Council to consider all <br />issues presented to begin to determine a solution. <br />2. Receive Presentation from PACT Charter School and Future Parking and Expansion Needs As It Relates to <br />Future Impacts to Existing Rights of Way: Community Development Director Timothy Gladhill reviewed the <br />staff report and introduced the Principal of PACT, Cory Klabunde. Mr. Klabunde explained there are <br />tentative plans to expand the school. He pointed out on the map how that would impact current parking. He <br />noted they are interested in adding 300 students to their secondary classes. He said they are considering <br />adding 44,000 square feet on the west side, where their gym is now. This addition would include a gym and <br />16 teaching rooms. The increase in students creates a need for more parking spaces. He proposed several <br />ideas. One was to remove the grassy area currently along Peridot Street and add more parking spots and <br />introduced the concept of requesting that the City vacate Peridot Street to convert to a private parking lot. He <br />explained his school has an agreement with the three adjoining properties to share the use of their parking lots <br />and this could work, along with on -street parking. He suggested they swap the bus pick up area with the drive <br />through lane pick up area. He questioned how much green space they would need, and how much parking <br />they would need to allow, if they included parking for junior and senior students. Motion to recommend to <br />City Council to continue discussions of options for a possible addition to PACT that do not include vacating <br />Peridot Street as a public street. <br />3.
