the staff report. He noted there are strict rules for where the snow can be pushed to the side, and how it is <br />done. He explained the snow is taken to Zeolite Street to the wetlands. He indicated the snow around the City <br />Hall would be removed by staff. Motion to recommend City Council accept staff recommendation and <br />approve the use of contract labor for snow removal on the Municipal Parking Ramp and direct staff to <br />advertise for bids. <br />COMMITTEE / STAFF INPUT <br />1. Review draft Special Assessment Policy for City Improvement Projects: City Engineer Bruce Westby <br />reviewed the staff report. He presented the Special Assessments Policy in draft form for the Committee to <br />review. The policy was developed from the model prepared by Ehlers and Associates. The Committee <br />commented the draft document is very useful. It answers a lot of questions within the document. It was noted <br />that since there are only two members present to discuss this issue now, this will need to be introduced at a <br />meeting in the near future to a committee in its entirety. No action taken. <br />2. Consider Roadside Mowing - Priorities and Scheduling: Public Works Superintendent Riemer reviewed the <br />staff report. He said he may come before the Committee in the future to request contracting out mowing The <br />COR area. It is a well-defined area and may be the easiest area to put in contract terms compared to the entire <br />City.This item was for information only. <br />3. Consider Enforcement Options Regarding Sidewalk Plowing in Townhome Developments: Public Works <br />Superintendent Riemer reviewed the staff report, stating this has been an issue for 4-5 years.
