Co +ire ensive +Ian text a en ent <br />DRAFT <br />• Take advantage of river views. <br />• Provide a separation from the traffic along arterial, reliever, connector expander or collector <br />roadways, and the Rum River and minimize traffic congestion and the impacts of high traffic <br />volumes. <br />• Organize surface parking between building and roadway with a street -like character with <br />sidewalks leading to the primary entry of the building and connecting to the surrounding trail <br />network. <br />• Provide a landscape buffer between the surface parking and trail corridors. <br />• Screen underground parking access points. <br />• Use high quality building materials to allow for a lasting development and be aesthetically <br />appealing. <br />Official Controls: Zoning Ordinance Initiation <br />The land use plan must provide guidelines for the timing and sequence of the adoption of official <br />controls to ensure planned, orderly, and staged development and redevelopment consistent with <br />the land use plan. In order to plan for staged redevelopment in an orderly manner, rezoning shall <br />occur when 60% of the area north of Martin Street or 60% of the area south of Martin Street is ready <br />for redevelopment, consistent with the comprehensive plan. The area north of Martin Street and the <br />area south of Martin Street may be redeveloped separately and may be rezoned separately as <br />redevelopment occurs. <br />For the purposes of this section, redevelopment shall be defined as the removal and replacement of <br />an existing structure or structures, or of land from which previous improvements have been <br />removed, to rebuild an area, to develop for a second time or to rebuild a residential area in decline. <br />
