Mayor Gamec replied that it was a combination of both.

City Attorney Goodrich stated that it did not seem feasible for the City to have a business list
without phone numbers.

Councilmember Cook noted that there are a dozen different ways for people to get a list of
Ramsey businesses.

Consensus of the Council was to leave the Ramsey Business list as is.

City Attorney Goodrich noted in regards to the open meeting law that at least one copy of any
printed material distributed at the meeting or before the meeting shall be available at the meeting
for public inspection.

City Administrator Norman stated that recently a resident has requested a new form of public
information. The request would require that staff notify the individual when something is to
occur in the future. This would raise a great deal of complication for the City. The open-ended
nature to the request places a great deal of liability with the City if the request is not addressed at
some fi~ture date. Staff would like to propose language be added in the ordinance protecting the
City fi'om that type of situation.

City Attorney Goodrich noted that the City has no ongoing liability to provide such information.

Consensus of the City Council was to direct staff to draft appropriate language and bring it back
for Council consideration.

3) Environmental Policy Task Force

Councihnember Strommen stated that some time ago there was some talk about making the
Environmental Policy Task Force (EPTF) a permit entity and until that issue is resolved, the Task
Force has not been allowed to recruit any new members.

City Administrator Norman recommended that the (EPTF) be allowed to add members so they
can continue working on their issues until the Council is able to determine where they want to go
with the Task Force.

Councihnember Cook explained that the Persormel Committee felt that there will be a long tern
need for such a group and, therefore, the EPTF should be turned into a sub-committee where they
would establish term limits and identify duties of the committee.

Councilmember Strommen stated that the concern is that the process may take some time and
they should maybe appoint members on the interim.

Councilmember Elvig inquired if they had a clear-cut mission for the group.

City Council Work Session/November 10, 2003
Page 6 of 7
