Community Development Director Frolik explained that the City has two lists, one is the Ramsey
Business list that comes from the phone book, but the other list is from the Business Registration
Certificate that the City required this year by ordinance to monitor business uses and to try and
have the most up to date emergency contact information. The information on the Business
Registration Certificate is not made public other than the business name, address and phone
number. In regards to the $15.00 fee, that is for the Business Registration Certificate not the
Ramsey Business list.

Police Chief Way explained that business information changes a lot over a year and it is
important for the Police Department and Fire Department to have the correct contact information
and to know what kind of materials might be stored within the building

Councilrnember Cook stated that if the business certificate is helping the Police and Fire to
provide better protection to the businesses he thought a $15.00 fee was more than reasonable.

Mayor Gamec stated that what the business owners are upset about is the publishing of the phone
numbers.

City Attorney Goodrich questioned why business owners would be upset about their phone
numbers being published.

Mayor Gamec replied that they are upset about the solicitation phone calls.

Assistant City Administrator Nelson stated that staff could remove the phone numbers from the
list, but if someone requests a phone number and the City has that information they would have
to provide them with that information.

Councihnember Strommen inquired if a business owner could choose to have their number
unlisted.

City Attorney Goodrich replied that that would be difficult for staff to maintain. The alternative
would be for staff to not create the list.

Councilmember Cook stated that staff needs that information.

Assistant City Administrator Nelson noted that people do use the list to find local businesses to
utilize their business.

City Attorney Goodrich inquired as to how many people had complained about the list.

Mayor Gamec replied about 17 people.

Assistant City Administrator Nelson inquired if they were complaining about the business list or
the business registration certificate.

City Council Work Session/November 10, 2003
Page 5 of 7
