Assistant Community Development Director Trudgeon replied that might be a tremendous
burden for a person to pay all the fees at once. He suggested the possibility of scheduling a
yearly payment for a specific period of time.

Councihnelnber Elvig stated that he was not sure that they wanted to have the general public
going through the site so he questioned the necessity of charging a trail fee. He felt that they
should review the fees and talk about a pay back time frame since it is a non-profit organization.

Councilmember Cook explained that the trail fee is not for the site itself, but is used to complete
trail connections throughout the City. He stated that he would be willing to delay the payment of
the fees and he would also agree to eliminating some of the fees if the City Attorney advised
them that was something they could do.

Councilmember Strommen replied that she would be concerned that waiving fees would set a
precedent, but she would be willing to look at delayed payments.

Conncilmember Kurak agreed with allowing for delayed payments, but when they hook up to
sewer the City has to pay a fee to the Met Council and if Lord of Life is allowed to delay
payment it is money that would have to come from a City fund.

Mayor Gamec inquired if the Council would consider delaying the payment of park and trail
dedication fees.

Consensus of the City Council was that they would consider delaying the payment of park and
trail dedication fees.

Counc/lmember Kurak inquired if it would be possible to use an assessment option where fees
would be paid at the time of closing if there is a closing.

Councilmember Elvig inquired if it was possible for the City to pay the Met Council fees from an
enterprise fund so that it would not impact the City's general budget.

Assistant Community Development Director Trudgeon replied that he would have to research
that information. Mr. Trudgeon inquired if staff were to bring the final plat before the Council
for another extension would they be willing to grant an additional extension.

Consensus of the Council was yes.

4) City Hall Facility

Assistant City Administrator Nelson stated that earlier this summer the City Council authorized
staff to proceed with the next step in planning for a new City Hall and Police Offices.
Conceptual drawings and cost estimates were completed by Bill Baxley of BKV Group who was
present to provide that information. Additionally, as Council considers moving forward with the
City Hall/Police Offices project, there may be a need to appoint a committee to provide input and

City Council Work Session/October 7, 2003
Page 11 of 14
