feedback to the architects and Council regarding the design and structure of the facility. Staff
recommended a committee comprised of a representative of each City department and two
members of the City Council.

Bill Baxley, BKV Group, explained that at the last meeting he was requested to provide guidance
for staff during the development agreement process to understand the land for the new City Hall
and Police Department site to make sure the site would accommodate the needs of the City. In
an effort to confirm that the two facilities can occupy the site a conceptual drawing was put
together that was presented to the Council for their review. The facility would be 64,000 square
feet spread out over two levels.

Councilmember Cook inquired if it would be possible to have underground parking below the
Police Department.

Mr. Baxley replied that would be possible, noting that they did include a squad garage as part of
the structure; in addition they would be using the structured parking facility.

Mayor Gamec noted that there might be a need for street maintenance equipment to be stored on
the site that could use below ground parking.

Mr. Baxley explained that they would be looking at 11.8 to 12 million dollars to construct a
64,000 square foot building in 2005. He noted that the estimate was based on $1.85 a square
foot.

Mayor Gamec stated that it will be very important to work with City staff when designing the
new City Hall.

City Administrator Norman replied that that is why it is important to establish a committee that
would include one person from each department and probably a member from the City Council,
He inquired if there were any Councilmembers that would like to be involved on the Committee.

Councilmember Kurak and Councilmember Strommen both expressed interest in serving on the
Committee.

Councilmember Strommen inquired as to what staff's anticipated timeline was for the new
facility.

City Administrator Norman replied that the current City Hall will become more of a money pit if
they try and extend out the life of the City Hall. Staff is currently looking at the timeline of two
years.

Cheryl 13adinger, E & V 3D/I, stated that if they were to process this now, they would be moving
into the new facility in 2006.

City Council Work Session/October 7, 2003
Page 12 of 14
