Councilmember Strommen inquired if there is money included in the budget for the planning of
the facility.

City Administrator Norman replied that there is not funds budgeted in the general fund, but he
would assume the funding would come from capital funds.

Councilmember Strommen stated that they should be having those discussions before they move
too far forward. The one thing they have to keep in mind is that they are doing this during tough
budget times.

Consensus of the Council was to direct staff to establish a building committee with
Councihnembers Kurak and Strommen serving as the Council representatives.

Assistant City Administrator Nelson noted that the next step would be for staff to meet with Paul
Donna to establish funding scenarios and costs and what the impact will be. Staff anticipated
having that information for the Council within the next two months.

5) Minnesota Report

City Administrator Norman stated that the Governor's office has proposed creating a new annual
report similar to the Twin Cities Metro Report, which will be named The Minnesota Report. The
City of Ramsey has been offered the opportunity to be one of the limited numbers of cities that
would be focused in the State report. There would be a cost of $3,400 for printing that the
Council could pay for from the Council Contingency fund.

Consensus of the City Council was to place the item on a regular City Council agenda for
consideration.

6) Housing Tour

City Administrator Norman stated that there is a housing project being proposed for the Schulte
property by Ryland Homes. Ryland Homes has asked for a group to come and tour some of their
other projects. In addition, staff felt that it would be beneficial to tour the Excelsior Grand
project as well. Mr. Norman inquired if the Council would be interested in joining staff on the
tour.

Consensus of the Council was yes.

COUNCIL/STAFF INPUT

1) North Star Corridor Rally

Cotmcihnember Strommen stated that there will be a support rally in Sauk Rapids for the North
Star Corridor on October 22'~a at 7:00 p.m. She thought it was important to have members of the
City Council in attendance at the rally.

City Council Work Session/October 7, 2003
Page 13 of 14
