Councilmember Cook replied that that is why he would recommend designating the land as <br />mixed use so that it provides for more options based on the market. The value of land will <br />determine what goes on the site. <br /> <br />Mayor Gamec stated that the problem with the property being zoned commercial is that they <br />cannot prevent any type of commercial development. There are some very nice residential <br />homes in the area and they do not want to see a factory going on the property. <br /> <br />Councilmember Kurak inquired if staff had done any research on the impact that the scenic river <br />district restrictions would have on commercial development. <br /> <br />Community Development Director Frolik explained that there are different restrictions for <br />residential development versus commercial development. It would be more difficult to develop <br />the property with a commercial business. <br /> <br />Assistant Community Development Director Trudgeon noted that the City's adopted <br />Comprehensive Plan identifies the land as residential. <br /> <br />Councihnember Kurak stated that the City spent four years developing a Comprehensive Plan <br />and there had to be good reason to designate the land residential. She was not sure why they <br />would make the change. <br /> <br />Councilmember Elvig noted that if the land is zoned residential the Council always has the <br />opportunity to change the zoning back to commercial based on a specific plan. <br /> <br />Councihnember Strommen stated that it was a tough situation because there is residential in the <br />area, but there is also a lot of commercial development. <br /> <br />Councilmember Cook stated that the land has been zoned commercial for 20 years and if they <br />designate the land mixed use they can look at both opportunities. <br /> <br />Councilmember Elvig inquired if the land was designated as mixed use and a plan was brought <br />forward that the Council did not approve of for commercial development would they have the <br />ability to deny the plan. <br /> <br />Assistant Community Developer Trudgeon provided the Council with the mixed-use language. <br /> <br />Councihnember Elvig stated that he thought that the only answer was to change the zoning to <br />mixed use because it provides the Council with the denial opportunity. <br /> <br />Councihnember Kurak replied that the City has not tested that yet, which is very concerning. <br /> <br />Councihnember Zimmerman stated that he would not recommend going with mixed use on this <br />property. <br /> <br />City Council Work Session/October 7, 2003 <br /> Page 8 of 14 <br /> <br /> <br />
