Councilmember Kurak stated that is important information for the citizens to know.

Counci hnember Strommen replied that that is why communication and citizen participation will
be critical.

Mayor Gamec stated that the Council should discuss the issue at length in a work session.

Councihnember Cook thanked Mark Riverblood for making sure the City worked to get this
information, which will be a great benefit for the City.

Counci hnember Strommen inquired if the Council should take formal action directing Mr. Biske
to work with the Environmental Policy Task Force (EPTF) on the issue.

Councilmember Kurak stated that there are two issues the Council needs to address. One is what
the process is for changing the EPTF into an authorized commission and how quickly they could
move that process along.

Councihnember Strommen explained that the EPTF is currently working on a project that will
naturally flow into this issue, which is why she would recommend that the EPTF work with Mr.
Biske.

Motion by Councilmember Cook, seconded by Councilmember Strommen, to accept the Ramsey
Greenway document presented by Mr. Biske fi'om the Anoka Conservation District.

Further discussion: Councilmember Elvig stated that he was not sure what adopting the
information does for the City. Councilmember Cook replied that the document is simply a report
that once the Council accepts the information can be used for planning purposes.
Councihnember Elvig inquired if the document presented to the Council could be used for
planning purposes. Mr. Biske explained that the document is strictly a recommendation from the
Anoka Con. servation District. City Attorney Goodrich noted that the Council would only be
receiving a document not adopting any policy. City Administrator Norman stated that he would
strongly discourage moving quickly on changing a Task Force to a Commission because that
changes the function of the City. Councilmember Strommen replied that she was only
recommending that they discuss the issue sooner than later.

Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Strommen, Elvig,
Kurak, Pearson, and Zimmerman. Voting No: None.

Mayor Gamec recessed the regular meeting of the City Council at 8:45 p.m.

Mayor Gamec called the regular meeting of the City Council back to order at 8:55 p.m.

City Council/October 28, 2003
