Case ~8: Sunfish Lake Planning Area <br /> <br />Parks/Utilities Supervisor Riverblood stated that the purpose of the case was to initiate concept <br />planning for the City owned land west of Sunfish Lake. A request for Proposal was developed <br />that outlined the expected tasks for the project. This included having a defined public <br />participation process. Three proposals were received and ranked by staff and the <br />recommendation by staff was to retain Dahlgren, Shardlow and Uban, Inc (DSU) for this project. <br />This firm is estimating a total project cost of $38,200 and up to several thousand in <br />reimbursables. DSU's estimate is higher than the other proposals - however, staff feels that DSU's <br />proposal is more comprehensive and also fully meets Councils desire for public participation. <br />One key element would be the establishment of a Task Force/Advisory Group. (It should be <br />noted that DSU's proposal states full flexibility in this area as well as agreement to amend the <br />project cost according to the City's work direction.) If an advisory panel is desired by Council, a <br />nine-member task force could consist off <br />- Two or three residents <br />- One or two Council member(s) <br />- One or two Park Commissioner(s) <br />- One Planning Commissioner <br />- One Housing Committee member <br />- Two Staff members <br /> <br />The Park Commission recommended at their March 13, 2003 meeting to appropriate <br />approximately 15% of the expected Park Dedication proceeds from Village of Sunfish Lake for <br />this planning endeavor. 15% of the $232,200 in Park Dedication fees is $34,800 and, therefore, <br />fairly consistent with DSU's proposal. Council may decide to allocate up to $45,000 for planning <br />services, (pursuant to DSU's proposal) or direct staff to modify the scope of work to meet a <br />lesser budget. <br /> <br />Mayor Gamec stated that he thought the Council should schedule a joint meeting with the Park <br />Commission to discuss the different options for the site. <br /> <br />Councilmember Elvig agreed. He felt that getting a better understanding of what the Park <br />Commission has in mind for the different park project would be beneficial to him. <br /> <br />Councilmember Kurak noted that a portion of the park dedication collected from Village of <br />Sunfish Lake is directed to going towards this study. She stated that she did like the idea of <br />creating an advisory panel because it will be a fairly large project that will likely include a <br />housing concept. <br /> <br />Mayor Gamec stated that he thought the Council needed to discuss the direction of the parks with <br />the Park Commission. <br /> <br />Counci hnember Strommen noted that the issue before them is to initiate the planning process not <br />build the park. <br /> <br />City Council/October 28, 2003 <br /> Page 13 of 18 <br /> <br /> <br />
