Case ~8: Sunfish Lake Planning Area Parks/Utilities Supervisor Riverblood stated that the purpose of the case was to initiate concept planning for the City owned land west of Sunfish Lake. A request for Proposal was developed that outlined the expected tasks for the project. This included having a defined public participation process. Three proposals were received and ranked by staff and the recommendation by staff was to retain Dahlgren, Shardlow and Uban, Inc (DSU) for this project. This firm is estimating a total project cost of $38,200 and up to several thousand in reimbursables. DSU's estimate is higher than the other proposals - however, staff feels that DSU's proposal is more comprehensive and also fully meets Councils desire for public participation. One key element would be the establishment of a Task Force/Advisory Group. (It should be noted that DSU's proposal states full flexibility in this area as well as agreement to amend the project cost according to the City's work direction.) If an advisory panel is desired by Council, a nine-member task force could consist off - Two or three residents - One or two Council member(s) - One or two Park Commissioner(s) - One Planning Commissioner - One Housing Committee member - Two Staff members The Park Commission recommended at their March 13, 2003 meeting to appropriate approximately 15% of the expected Park Dedication proceeds from Village of Sunfish Lake for this planning endeavor. 15% of the $232,200 in Park Dedication fees is $34,800 and, therefore, fairly consistent with DSU's proposal. Council may decide to allocate up to $45,000 for planning services, (pursuant to DSU's proposal) or direct staff to modify the scope of work to meet a lesser budget. Mayor Gamec stated that he thought the Council should schedule a joint meeting with the Park Commission to discuss the different options for the site. Councilmember Elvig agreed. He felt that getting a better understanding of what the Park Commission has in mind for the different park project would be beneficial to him. Councilmember Kurak noted that a portion of the park dedication collected from Village of Sunfish Lake is directed to going towards this study. She stated that she did like the idea of creating an advisory panel because it will be a fairly large project that will likely include a housing concept. Mayor Gamec stated that he thought the Council needed to discuss the direction of the parks with the Park Commission.
