Mr. Olson stated the thought was to follow the railroad tracks even into Elk River but Elk River <br />has changed their mind. There is no plan for past Armstrong right now. <br /> <br />Mayor Gamec felt that we need to set up a meeting on just this probably early in January. <br /> <br />Councilmcmber Elvig asked are we attempting to freeze the price of the property by official <br />mapping. <br /> <br />Ms. Tuehle responded control it - not necessarily freeze it. The ultimate goal is to keep the price <br />of thc property controlled so as not to preclude us from being able to do this. <br /> <br />Discussion ensued relating to limiting property value. There are criteria for the property owners <br />to bc able to come and offer their land for sale. <br /> <br />Mayor Gamec stated that the AUAR is basically complete - do we have to adopt it. <br /> <br />Mr. Olson replied yes. <br /> <br />Mr. Trudgeon replied that it is final - but it will be brought back to the City Council. <br /> <br />Councihnember Zimmerman suggested that at the next meeting maybe we should discuss land <br />values and maybe we should see something from the Metropolitan Council. <br /> <br />Mr. Trudgcon stated that tonight we are talking about the special zoning district. We are on task <br />right now to develop something for some interim land value controls. We have received <br />correspondence from Mr. Hickman of Plants and Things and Mr. Korin representing Jim and <br />John Deal expressing some concerns about that. <br /> <br />Mayor Gamec stated we need to keep it rolling - this is a decision to be made by the City <br />Council. <br /> <br />Councihnember Elvig stated that the Council wants the Planning Commission reviews but <br />agreed that we want to keep it rolling. <br /> <br />Mt'. Trudgcon stated he would put the letters of concern in Council's ~eekly Update packet. <br /> <br />Discussion ensued relating to the City being reimbursed. MnDOT has established the intent to <br />upgrade }-iighway #10 to a fi'eeway. It's helpful to have the City willing to assist. <br /> <br />Councilmember Elvig stated that the concern he has is that we have to have some vehicle in <br />place very soon. <br /> <br />Councilmember Cook asked could we bond to have money in the fund to use before we get <br />reimbursed. <br /> <br />City Council Work Session/December 4, 2003 <br /> Page 4 of 5 <br /> <br /> <br />
